SHRI AJAY KUMAR MANDAL: Will the Minister of COMMERCE AND INDUSTRY be pleased to state: वाणिज्य एवं उद्योग मंत्री (a) whether any special plan is being implemented by the Government to accelerate industrial development in the State of Bihar; (b) if so, the details thereof along with the major industries set up and investment proposals made in Bihar during the last three years (2022-23, 2023-24, 2024-25); (c) whether any special initiative has been taken by the Government for the promotion of Micro, Small, and Medium Enterprises (MSMEs) in Bihar, if so, the details thereof; (d) the number of enterprises provided with financial assistance so far; and (e) whether the Government proposes to launch any new scheme to improve the ease of doing business, develop industrial corridors, and create employment in Bihar and if so, the details thereof? ANSWER वाणिज्य एवं उद्योग मंत्रालय में राज्य मंत्री (श्री णिणिन प्रसाद) THE MINISTER OF STATE IN THE MINISTRY OF COMMERCE & INDUSTRY (SHRI JITIN PRASADA) (a) to (e): Industries is a subject under State List. The Central Government supplements the efforts of the States/UTs through various schemes, programmes and policy initiatives for promoting the growth and competitiveness of industries including Micro, Small and Medium Enterprises (MSMEs). In addition to ongoing schemes of various Departments and Ministries, the Central Government has taken various steps to boost domestic and foreign investments in India, such as Make in India, Startup India, PM Gati Shakti, National Infrastructure Pipeline (NIP), National Industrial Corridor Programme, Production Linked Incentive Scheme (PLI), promoting Ease of Doing Business (EoDB) and reducing compliance burden, National Single Window System (NSWS), India Industrial Land Bank (IILB), reforms in Foreign Direct Investment (FDI), Project Monitoring Group (PMG) etc. which facilitates setting up of major infrastructure projects across the country.For industrial development, the Government of Bihar has implemented Industrial Investment Promotion Policy-2016 under which stage 1 clearances and financial incentive clearances granted during the last three years (2022-23, 2023-24, 2024- 25), the details of which are placed at Annexure-A. Specifically, to support MSMEs, the Central Government is implementing schemes/programmes including Prime Minister's Employment Generation Programme (PMEGP), Pradhan Mantri Vishwakarma Kaushal Samman Yojana (PMV), Micro and Small Enterprises – Cluster Development Programme (MSE- CDP), Udyam Registration, Technology Centres and Extension Centres (TCEC), and Raising and Accelerating MSME Performance (RAMP). The Scheme- wise performance as informed by Ministry of Micro, Small and Medium Enterprises (MSME) is attached at Annexure-B. The Central Government has also approved the development of an Integrated manufacturing Cluster (IMC) in Gaya under the Amritsar-Kolkata Industrial Corridor (AKIC), which is part of the National Industrial Corridor Development Programme (NICDP). The Union Cabinet accorded approval to the project in August 2024, with an overall outlay of 1339.02 crore (including land cost). For ease of doing business, initiatives aimed at simplifying and streamlining business regulations have been undertaken by the Central Government including the Business Reform Action Plan (BRAP), the B-Ready assessment, Jan Vishwas and Reducing Compliance Burden on Businesses and Citizens and measurement of Cost of Regulation. Under, the Regulatory Compliance Burden (RCB) initiative various Ministries, Departments, and States/UTs are supported in reducing the compliance burden on citizens and businesses. The goal is to enhance Ease of Doing Business and Ease of Living through four key strategies: Simplification of procedures, Rationalization of laws, Digitization of processes, and Decriminalization of minor offences. Regulatory Compliance (RC) Portal has been developed for tracking action taken by Ministries/ Departments and States/UTs to reduce compliance burden. ********ANNEXURE - A ANNEXURE REFERRED TO IN REPLY TO PARTS (a) to (e) OF THE LOK SABHA UNSTARRED QUESTION NO. 2652 FOR ANSWER ON 05.08.2025. In the financial year 2022-23, under the Industrial Investment Promotion Policy, 2016, a total of 415 units have been granted Stage-1 clearance, with proposed investment of Rs. 8417.25 crores. Apart from the above, financial incentive clearance has been given to 143 units with investment of Rs. 2076.08 crores and 83 units became operational with investment of Rs. 1250.90 crores. Udyam Registration In total 16 lakh MSMEs registered on the portal TCEC Approval has been granted by the M/o MSME, Government of India for the establishment of one Technology centre in Gaya and six Extension Centers one each in Muzaffarpur, Darbhanga, Saran, Purnia, Rajgir & Rohtas. RAMP Rs. 135 crores sanctioned by the Government of India and @ 40 % of sanctioned fund has been released. ********
