(a) whether the Government is implementing any special scheme to accelerate
industrial development in the State of Bihar;
(b) if so, the details of major industries established and investment proposals
received in Bihar, including Bhagalpur, during the last three years;
(c) whether any special initiative has been undertaken for the promotion of Micro,
Small and Medium Enterprises (MSMEs) in Bihar, if so, the details thereof
including the number of enterprises that have been provided financial
assistance so far; and
(d) whether the Government is proposing any new schemes to improve Ease of
Doing Business, develop Industrial Corridors and generate employment in
Bihar; if so, the details thereof?

(a) to (d): Industries is a subject under State List. The Central Government supplements
the efforts of the States/UTs through various schemes, programmes and policy
initiatives for promoting the growth and competitiveness of industries including
Micro, Small and Medium Enterprises (MSMEs). In addition to ongoing
schemes of various Departments and Ministries, the Central Government has
taken various steps, such as Make in India, Startup India, PM Gati Shakti,
National Infrastructure Pipeline (NIP), National Industrial Corridor Programme,
Production Linked Incentive Scheme (PLI), promoting Ease of Doing Business
(EoDB) and reducing compliance burden, National Single Window System
(NSWS), India Industrial Land Bank (IILB), reforms in Foreign Direct Investment
(FDI), Project Monitoring Group (PMG) etc. which facilitates setting up of major
infrastructure projects across the country.As reported by the Government of Bihar, approximately 1248 new investment
proposals have got Stage 1 approval on Bihar’s Single Window Portal. The total
number of working units in the years 2023-24, 2024-25 and 2025-26 are 108,
145 and 9 respectively. In Bhagalpur district, about 92 new projects worth
roughly Rs. 1045 crore have got Stage 1 approval on Bihar’s Single Window
Portal.
Specifically, to support MSMEs, the Central Government is implementing
schemes/programmes including Prime Minister's Employment Generation
Programme (PMEGP), Pradhan Mantri Vishwakarma Kaushal Samman Yojana
(PMV), Micro and Small Enterprises – Cluster Development Programme (MSE-
CDP), Udyam Registration, Technology Centres and Extension Centres
(TCEC), and Raising and Accelerating MSME Performance (RAMP).
Further, Govt. of Bihar has notified the Bihar Industrial Investment Promotion
Package (BIIPP), 2025, valid up to 31.03.2026, which includes specific
incentives for MSMEs.
The Central Government has also approved the development of an Integrated
manufacturing Cluster (IMC) in Gaya under the Amritsar- Kolkata Industrial
Corridor (AKIC), which is part of the National Industrial Corridor Development
Programme (NICDP). The Union Cabinet accorded approval to the project in
August 2024, with an overall outlay of 1339.02 crore (including land cost).
For ease of doing business, initiatives aimed at simplifying and streamlining
business regulations have been undertaken by the Central Government
including the Business Reform Action Plan (BRAP), the B- Ready assessment,
Jan Vishwas and Reducing Compliance Burden on Businesses and Citizens
and measurement of Cost of Regulation. Under, the Regulatory Compliance
Burden (RCB) initiative various Ministries, Departments, and States/UTs are
supported in reducing the compliance burden on citizens and businesses. The
goal is to enhance Ease of Doing Business and Ease of Living through four key
strategies: Simplification of procedures, Rationalization of laws, Digitization of
processes, and Decriminalization of minor offences. Regulatory Compliance
(RC) Portal has been developed for tracking action taken by Ministries/
Departments and States/UTs to reduce compliance burden.
