(a) the current status of the implementation of the Industrial Park Rating System
(IPRS) 3.0, including the number of industrial parks assessed so far and the
States/UTs participating in the exercise;
(b) the details of criteria and methodology adopted under IPRS 3.0 to benchmark
industrial parks across parameters such as sustainability, logistics connectivity,
digitalization, infrastructure quality and tenant feedback;
(c) the details of steps being taken by the Government to support underperforming
industrial parks and States/UTs in addressing deficiencies identified; and
(d) whether the Government proposes to integrate IPRS 3.0 with other national
platforms such as PM Gati Shakti, National Industrial Corridor Development
Corporation (NICDC) industrial corridor systems or Unified Logistics Interface
Platform (ULIP) to enhance data interoperability, if so, the details thereof?

(a): The Department for Promotion of Industry and Internal Trade (DPIIT), in
partnership with the Asian Development Bank (ADB), has launched Industrial
Parks Rating System (IPRS) 3.0 and has provided credentials to the States/UTs
for initiating nomination of Industrial Parks.
(b): IPRS 3.0 has adopted a data-driven and evidence-based methodology while
building on global benchmarking with 41 parameters under 5 pillars. The details
of the same are placed at Annexure A.
(c) & (d): States/UTs are expected to adopt the best practices of high-performing parks
under IPRS in terms of infrastructure, connectivity, sustainability, safety, and
service delivery to guide their underperforming parks. Further, these findingsare publicised to provide a credible benchmark and support improved industrial
ecosystem planning and data alignment. On finalisation, these findings are
made available publicly including on the India Industrial Landbank portal
https://indiaindustriallandbank.gov.in maintained by NICDC, however these
findings are not of the nature that would require these to be provided on PM
Gatishakti or ULIP
