VARSHA EKNATH GAIKWAD: Will the Minister of COMMERCE AND INDUSTRY be pleased to state: वाणिज्य एवं उद्योग मंत्री (a) whether the Government has launched the Bharat Audyogik Vikas Yojana (BHAVYA) to promote the competitive development of industrial parks in the country and if so, the details thereof, State-wise; (b) whether any industrial parks in Mumbai in Maharashtra have been identified, approved or proposed for support under the Scheme and, if so, the details thereof; (c) the criteria adopted for selection and evaluation of industrial parks under the Scheme and whether industrial parks in Mumbai meet the prescribed criteria; (d) the details of financial assistance, infrastructure support and capacity-building measures proposed for eligible industrial parks in Mumbai; (e) whether the yojana is expected to attract additional domestic and foreign investment into Mumbai; and (f) the projected benefits of the Scheme in terms of industrial development, employment generation, ease of doing business and strengthening Mumbai's position as a leading industrial and investment destination? ANSWER वाणिज्य एवं उद्योग मंत्रालय में राज्य मंत्री (श्री णिणिन प्रसाद) THE MINISTER OF STATE IN THE MINISTRY OF COMMERCE & INDUSTRY (SHRI JITIN PRASADA) (a) to (f): Bharat Audyogik Vikas Yojana (BHAVYA) is a Central Sector Scheme notified on 10.04.2026 for development of investment-ready industrial parks to enable investors to ground investment with ease, thereby adding to the manufacturing capacity in the country. The total financial outlay for the Scheme is ₹ 33,660 crore and the duration of the Scheme is for a period of 6 years.Under the Scheme, financial assistance is to be provided for development of 100 industrial parks. In the first phase, 50 projects are to be taken up, with one or more rounds of selection. The mandatory eligibility criteria include minimum contiguous land area of 100 acres in non-hilly States and 25 acres in hilly States, North Eastern Region, Union Territories and States having population below one crore as well as availability of 90 percent encumbrance-free land at the time of submission of application. The selection of projects is based on Challenge mode with evaluation on parameters such as connectivity and site suitability, quality of DPR, the demand for industrial land provision of services at site, and policy enablers for ensuring investments in the developed park, being provided by the State/UT Governments. Applications meeting the mandatory eligibility criteria would be evaluated and scored in accordance with the evaluation criteria prescribed under the Scheme guidelines issued on 23.05.2026. No proposal has been received on the portal till date. Financial assistance upto Rs. 1 crore per acre is allowed for eligible components listed in the scheme guidelines. This contribution is in the form of equity from the Centre, with land contributed by the State/UT Government. The Scheme is designed to further the objective of transforming the country into a globally competitive manufacturing hub by providing supportive industrial ecosystem with proximity to cities, connectivity to multi-modal logistics facilities and industrial hubs. ********
