INDUSTRY IN BIHAR

Will the Minister of COMMERCE AND INDUSTRY be pleased to state:

(a) the number of industrial units accorded approval in Bihar under various
industrial incentive and manufacturing promotion schemes of the Union
Government during the last three years;
(b) the number of units out of them which have been established and have
commenced production, year and sector-wise during the last three years;
(c) whether the Government has made a holistic assessment of the major
structural bottlenecks affecting industrial growth in Bihar such as lack of
industrial infrastructure, limited availability of credit from financial institutions
and logistic and transport challenges and if so, the main findings thereof; and
(d) the concrete steps being taken by the Government to promote labour-intensive
industries, Micro, Small and Medium Enterprises (MSMEs) clusters and agro-
based value-added industries, to enhance employment generation and to
reduce regional industrial imbalance in the State?

(a) & (b): The primary responsibility for developing the industrial sector rests with the
State Governments, which adopt different policy measures to promote
industrial development. The Union Government supplements the efforts of the
State/UT Governments through various schemes, programmes, and policy
initiatives for the overall development and promotion of industry across the
country, including in Bihar. These initiatives include the Scheme for Investment
Promotion, Ease of Doing Business (EoDB) and initiatives aimed at reducing
compliance burden, the Industrial Infrastructure Upgradation Scheme, the
Production Linked Incentive (PLI) Scheme, Integrated Manufacturing Clusters
(IMCs) under the National Industrial Corridors, Startup India, Make in India, PM
Gati Shakti, National Infrastructure Pipeline (NIP), National Single Window
System (NSWS), India Industrial Land Bank (IILB), reforms in Foreign Direct
Investment (FDI), Project Monitoring Group (PMG). Some of the initiativesspecific to the Micro, Small and Medium Enterprises (MSME) sector are Prime
Minister's Employment Generation Programme, Credit Guarantee Scheme for
Micro and Small Enterprises, Micro and Small Enterprises–Cluster
Development Programme, Raising and Accelerating MSME Performance, Self
Reliant India Fund, etc. Benefits under these schemes are available to all
eligible MSMEs throughout the country, subject to meeting the guidelines and
the eligibility criteria.
Govt. of Bihar has informed that under the Bihar Industrial Investment
Promotion Policy (BIIPP) 2024-27, implemented in coordination with the State
Government, a total of 932 industrial investment proposals have received
Stage-I clearance during the last three years (FY 2024-25 to FY 2026-27),
entailing a cumulative proposed investment of approximately Rs. 48,160.80
crore. Year-wise details of Stage-I clearances are given below:

Of the above proposals, 442 units have been established and have commenced
production/commercial operations as working units, with a cumulative
investment of Rs. 5,890.10 crore. Year-wise details of working units are given
below:

Sector-wise and year-wise details of units that have been established and
commenced production (Working Units) are annexed at “Annexure A”
(c) & (d): Need based assessments are made under various Government initiatives.
Such assessments are conducted to meet the sectoral requirement of the
scheme or initiative.
For example, the Logistics Ease Across Different States (LEADS) Report, the
Ease of Doing Business (EoDB) assessment framework, of the Department for
Promotion of Industry and Internal Trade (DPIIT) are aimed at encouraging the
States, including the State of Bihar, to undertake reforms, infrastructure
strengthening and other initiatives aimed at improving the industrial ecosystem
and doing business environment in the State.These assessments indicate that progress has been made across various
parameters but also highlight the need for continued strengthening of
multimodal connectivity, industrial infrastructure, ease of doing business, and
investment facilitation to support sustainable industrial growth.
To address these challenges, the Union Government has undertaken several
initiatives that benefit Bihar, including PM Gati Shakti National Master Plan for
integrated infrastructure planning, the National Infrastructure Pipeline, National
Industrial Corridor Development Programme, Production Linked Incentive (PLI)
Schemes.
For promoting labour-intensive industries, MSMEs and agro-based value
addition, the Union Government implements schemes such as the Prime
Minister's Employment Generation Programme (PMEGP), Prime Minister
Formalisation of Micro Food Processing Enterprises (PMFME) Scheme, Micro
and Small Enterprises–Cluster Development Programme (MSE-CDP), Credit
Guarantee Scheme for Micro and Small Enterprises (CGTMSE), Raising and
Accelerating MSME Performance (RAMP), Self Reliant India (SRI) Fund, PM
Kisan SAMPADA Yojana, and the National Handloom Development
Programme.
These interventions facilitate enterprise creation, cluster development,
technology upgradation, credit access, value addition, market linkages and
employment generation across the country, including in Bihar.
