Parliament Question: Industry-Linked Skill Development in Assam

GOVERNMENT OF INDIA MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP LOK SABHA UNSTARRED QUESTION NO. 2516 ANSWERED ON 03.08.2026 INDUSTRY-LINKED SKILL DEVELOPMENT IN ASSAM 2516. SHRI PHANI BHUSAN CHOUDHURY: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: (a) whether any skill development programmes are being implemented in Assam to meet the manpower requirements of key industries such as oil and gas, petrochemicals, semiconductors, electronics, renewable energy, logistics, tourism, tea and food processing; (b) if so, the details of the said programmes, including the implementing agencies, industry partners and sectors covered; (c) the details of number of youths trained, certified and placed in employment under the said programmes in Assam since 2016; and (d) whether the Government has conducted any assessment of the skill gap and future workforce requirements in Assam, if so, the details thereof and the action taken thereon? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI JAYANT CHAUDHARY) (a) to (c): Under the Government of India’s Skill India Mission (SIM) , the Ministry of Skill Development and Entrepreneurship (MSDE) delivers skill, re-skill and up-skill training through an extensive network of skill development centres under various schemes, viz. Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Shikshan Sansthan (JSS), National Apprenticeship Promotion Scheme (NAPS) and Craftsman Training Scheme (CTS) through Industrial Training Institutes (ITIs), to all the sections of the society across the country including Assam. The SIM aims at enabling youth of India to get future ready and equipped with industry relevant skills. To align with modern industry requirements, special courses are conducted in future-ready sectors including oil and gas, petrochemicals, semiconductors, electronics, renewable energy, logistics, tourism, tea and food processing. The objectives of the schemes under the Skill India Mission are as under: Pradhan Mantri Kaushal Vikas Yojana (PMKVY): PMKVY Scheme aims to impart skill development training through Short-Term Training (STT) and up-skilling and re-skilling through Recognition of Prior Learning (RPL) to youth across the country. Jan Shikshan Sansthan (JSS) Scheme: The main target of the JSS is to impart vocational skills to the non-literates, neo-literates and the persons having rudimentary level of education and school dropouts upto 12th standard in the age group of 15-45 years, with due age relaxation in case of “Divyangjan” and other deserving cases. Priority is given to Women, SC, ST, OBC and Minorities in the rural areas and urban low-income areas. National Apprenticeship Promotion Scheme (NAPS): This Scheme is for promoting apprenticeship training and increasing the engagement of apprentices by providing financialsupport for payment of stipend to apprentices. Training consists of Basic Training and On-the -Job Training / Practical Training at workplace in the industry. Craftsmen Training Scheme (CTS): This scheme is for providing long-term training through Industrial Training Institutes (ITIs) across the country. The ITIs offer a range of vocational/skill training courses covering a large number of economic sectors with an objective to provide skilled workforce to the industry as well as self-employment of youth. Sector-wise detail of the candidates trained/enrolled and certified under various schemes of MSDE since 2016 in Assam is at Annexure. The schemes of MSDE are demand driven and training centres under these schemes are set up or engaged on need basis aligned with industry partners and academic institutions. Assam 864 21 1,049 31 16 * Short-term Training (STT) and Special Projects (SP) up to 30.06.2026 Amongst the schemes of MSDE, placements were tracked under the Short-Term Training component of PMKVY in the first three versions (PMKVY1.0, PMKVY 2.0 and PMKVY 3.0) implemented from 2015-16 to 2021-22. Under PMKVY (1.0 to 3.0), 0.67 lakh candidates have been reported placed in Assam. In the current version of the Scheme i.e. PMKVY 4.0, the focus is to empower trained candidates to choose their varied career path and they are suitably oriented for the same through industry relevant skill courses that include On-the-Job Training (OJT). (d) District Skill Committees (DSCs), set up across all States/UTs, are mandated with formulating District Skill Development Plans (DSDPs) to promote decentralized planning for skill development and implementation at the grassroots level. The DSDPs identify sectors with employment opportunities as well as the associated demand for skilling in the district, and map the available facilities for Skill Training. The respective State Skill Development Mission (SSDM) collates these District Skill Development Plans (DSDPs) into State Skill Development Plan (SSDP). State Skill Development Plan (SSDP) for Assam for the year 2024-25 synthesizes insights from various sources, including 35 DSDPs, and outlines a comprehensive action plan to address the skill development needs across multiple sectors. The SSDP reflects the strategic priorities for skill development, incorporating demand-supply analysis, industry collaboration, and employment generation initiatives. Also, the ‘Micro-level Skill Gap Study’ commissioned by Assam Skill Development Mission (ASDM) provides a comprehensive analysis of workforce demand-supply dynamics, demographic shifts, and regional challenges across all districts of Assam. The major focus sectors identified under the study for skill-development and capacity building in Assam include Agriculture, Construction, Wholesale and retail trade, Healthcare, Transportation, Tea, Textiles, Electricity, Gas, Air-conditioning, Water-supply; Food Products; Information and communication, Tourism and Hospitality, and others Further, to identify the skill development needs of respective sectors as well as to determine skill competency standards, 36 Sector Skill Councils (SSCs) have been set-up which are led by industry leaders in the respective sectors.
