GOVERNMENT OF INDIA MINISTRY OF LAW AND JUSTICE DEPARTMENT OF JUSTICE LOK SABHA UNSTARRED QUESTION NO. 2273 TO BE ANSWERED ON FRIDAY, THE 31st JULY, 2026 INFORMATION AND COMMUNICATION TECHNOLOGY IN INDIAN COURTS †2273. SHRI AJAY BHATT: Will the Minister of LAW AND JUSTICE be pleased to state: (a) the status of incorporation of information and communication technology in Indian Courts; (b) whether e-filing has been started in all the courts in the country including Uttarakhand; (c) if so, the details including Uttarakhand High Court and the present status thereof and the number of cases registered through the said e-filing method, court-wise; and (d) the steps taken or proposed to be taken by the Government to create awareness about the e-filing fund across the country? ANSWER MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF LAW AND JUSTICE; AND MINISTER OF STATE IN THE MINISTRY OF PARLIAMENTARY AFFAIRS (SHRI ARJUN RAM MEGHWAL) (a): The e-Courts Mission Mode Project is being implemented in a phased manner across the country with the objective of strengthening the use of Information and Communication Technology (ICT) in the judicial system. Various ICT-enabled initiatives, including the Case Information System (CIS) 4.0, e-Filing, e Payments, Video Conferencing, Virtual Courts, Digital Case Records, National Judicial Data Grid (NJDG), Interoperable Criminal Justice System (ICJS), eSewa Kendras, National Service and Tracking of Electronic Processes (NSTEP), the eCourts Services Portal and Mobile App, and other citizen-centric digital services, have been implemented across the High Courts and District Courts in a phased manner. (b): The e-Filing system is an end-to-end digital platform for the online filing of cases, written statements, replies and other related applications. As on 30.06.2026, the Rules for e- Filing have been implemented in 25 High Courts, including the High Court of Uttarakhand 1and the District Courts under its jurisdiction. As on 30.06.2026, a total of 1.25 crore cases have been filed through the e-Filing system across the country. The details of cases filed through the e-Filing system, High Court-wise and District-wise, is placed at Annexure-I. (c): In the State of Uttarakhand, a total of 1.17 lakh cases have been filed through the e- Filing system before District Courts, including 356 cases efiled before the High Court of Uttarakhand. The District-wise details of cases filed through the e-Filing system in Uttarakhand, as received from the High Court of Uttarakhand, is placed at Annexure-II. (d): To create awareness and promote adoption of the e-Filing system across the country, the eCommittee, Supreme Court of India, in coordination with the High Courts, has undertaken training programmes, capacity-building workshops and orientation sessions for Judicial Officers, court staff, advocates and other stakeholders through the State Judicial Academies and the respective High Courts. User manuals, Standard Operating Procedures (SOPs), FAQs and video tutorials have also been prepared and disseminated to facilitate effective use of the e-Filing system.
