Parliament Question: Infrastructure upgradation of courts in Maharashtra

SUNETRA AJIT PAWAR: Will the Minister of Law and Justice be pleased to state: (a) the details of funds allocated under the Centrally Sponsored Scheme (CSS) during the last three years for construction of court halls and residences for officials of judiciary in Maharashtra, along with review of funds' utilisation report; (b) the current progress of implementation of the 'e-Courts Project Phase-III' in Maharashtra; and (c) the number of courts in the State that have so far been made fully paperless under the project and the timeline prescribed for making the remaining courts paperless? ANSWER MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF LAW AND JUSTICE; AND MINISTER OF STATE IN THE MINISTRY OF PARLIAMENTARY AFFAIRS (SHRI ARJUN RAM MEGHWAL) (a) Details of funds released to the State of Maharashtra during the last three years under the Central Sponsored Scheme (CSS) of Development of Infrastructure Facilities in District & Subordinate Courts is as under: - (Rs. in crore) Financial Year Funds Allocated Funds Utilized 2022-23 100.00 100.00 2023-24 119.53 119.53 2024-25 118.36 118.36 2025-26* 28.06 14.03 * As on 31.01.2026 (b) The current progress of implementation of the e-Courts Project Phase-III under the High Court of Bombay (including State of Maharashtra) is as under: - (i) The High Court of Bombay has established e-Sewa Kendras at 351 Court Complexes in the State of Maharashtra, Goa and UT of Daman & Diu and Dadra & Nagar Haveli. (ii) Video Conferencing System has been provided to 984 Court Complexes/Court 1establishments and Court rooms of the District and Taluka Courts as well as 41 Jails and 40 District Government Hospitals in the State of Maharashtra. (iii) Additional hardware such as All-in-One Computers, Scanner, LAN Nodes have been provided to District and Taluka Courts set up before 31.12.2019. (iv) Hardware such as MFD Printers, Scanner, Extra Monitor plus VGA/HDMI splitter, Display monitor, LAN Nodes, UPS 1000 VA etc. have been provided for 179 new Court Rooms established after 31.12.2019. Further, 25 new Court Complexes established after 31.12.2019 have been provided hardware such as LED TV Screen, Touchscreen Kiosk, USB Hard disk etc. (v) Server and Network 24/48 port switches, Racks, Storage NAS 500 TB have been provided for the High Court of Bombay and its Benches. (vi) Grid-connected Rooftop Hybrid Solar Power Systems with battery backup and net metering facilities has been installed at 149 Court Complexes. (vii) To enhance security, efficiency and reliability of digital records and activities in court operations, Digital Signature Certificate (DSC) USB Token with e Signing facility has been provided to all the Judicial Officers including three Court Staff of every Court Room. (viii) For effective and expeditious service of Summons / Notices through National Service and Tracking of Electronic Processes (NSTEP), total 2201 Smart Phones have been provided to Bailiffs and Process Servers of District and Taluka Courts under the Bombay High Court. (ix) Under the Capacity Building Programme, 34 training and awareness programmes have been conducted on the ICT covering 1,01,837 stakeholders including Advocates, Advocate Clerks, District Judges, Judges of District Judiciary, Master Trainers and Potential Master Trainers amongst Judicial Officers, Master Trainers among Advocates, Court Staff, Technical Staff of High Court, District and Taluka Courts. (x) As on 31.12.2025, total 8,90,63,956 pages have been scanned and digitized in the Bombay High Court. Further, 22,07,485 pages and 5155 files have been scanned and digitized in 12 District and Taluka Courts as on 31.12.2025. (c) As on 31.12.2025, 15 paperless courts have been established under the High Court of Bombay. These include 6 at the Principal Seat of the Bombay High Court, 1 each at its Nagpur, Aurangabad and Goa benches and 6 courts at City Civil Court, Mumbai. Establishment of paperless courts is decided by the eCommittee, Supreme Court of India in coordination with the concerned High Court. ***** 2
