(a) whether the Government has outlined any specific strategies or
initiatives under the vision of Viksit Bharat@2047 to develop world-
class road and transport infrastructure in the country and if so, the
details thereof;
(b) the key areas/sectors being prioritized under the said vision,
including the role of expressways, smart highways and digital
infrastructure in transport;
(c) the details of projects or corridors that have been identified or
work has been initiated in the current fiscal year as part of this
long-term infrastructure plan;
(d) the total number of direct or indirect man-days of employment
created during the last three years and the current year through
road infrastructure;
(e) the details of accident-prone blackspots identified by the
Government on National Highways/Expressways according to
priority to road safety; and
(f) the steps taken to ensure sustainability, innovation and use of
green technologies in road and transport infrastructure in line with
the goals of Viksit Bharat@2047?ANSWER

(a) to (c) Infrastructure sector is the prime mover of the economy
and contributes to faster growth and economic development.
Budget for the year 2025-26 focussed on continued Government
efforts for accelerated growth, inclusive development and
invigorate private sector investments for robust infrastructure and
to achieve the vision of “Viksit Bharat”. Accordingly, Government in
Ministry of Road Transport and Highways has inter-alia decided to
focus on development of Access controlled National High Speed
Corridors (HSCs) / Expressways for improving the logistics
efficiency of the country, besides taking up development of ring
roads, bypasses & elevated corridors in major cities/ urban centers
and State capitals, in consultation with State Governments, to
decongest traffic and alleviate choke / congestion points on
National Highways (NHs) and improving the port connectivity. In
addition, the Government has also adopted a policy to upgrade the
NHs to 4/6/8 lane as per the traffic requirement but minimum Two
Lane with paved shoulders standards except for ecologically
sensitive Himalayan region where development plan is finalised
considering the geological, environmental factors etc.
Government has taken up development of Access controlled
National HSCs / Expressways in total 8,391 km length, out of which
5,110 km has been constructed so far. Total 2,730 km length of
Access controlled National HSCs / Expressways has already been
operationalized.
The Government encourages adoption of digital infrastructure
like electronic tolling through FASTag, Automatic Number Plate
Recognition (ANPR) based traffic management etc. The Government
has taken up installation of Advanced Traffic Management System
(ATMS) in Four lane and above NHs. ATMS has provisions for various
electronic enforcement devices which help in speedy identificationof incidents (including traffic violations) on the highway stretches
and effectively monitor the highways, thereby improving incident
response time and road safety.
(d) Capex incurred on development of NHs is one of the prime
mover of the economy contributing to the faster economic growth
and development. Government has constructed 35,335 km of NHs in
the country during the last three years and current year with
estimated 48.87 Crore man days of direct employment and 57.81
Crore man days of indirect employment.
(e) Out of total 13,795 black spots identified on NHs in the
country, short-term rectification has been completed on 11,866
black spots and long-term rectification on 5,324 black spots.
(f) The Government has made conscious efforts in integrating
sustainability into all aspects of the planning, execution, operation
and management of National Highways. The key initiatives of
environmental sustainability taken by the Government are as under:-
i. Green Highways Initiative for plantation along National
Highways;
ii. Use of Renewable Energy in Street lights and other areas;
iii. Waste Utilization in Highway Construction e.g. waste
plastic, bio bitumen etc.;
iv. Use of Sustainable Materials & Technologies in Highway
Construction, e.g. Steel slag, glass fiber reinforced polymer
etc.;
v. Conservation of Wildlife Habitats during Highway planning;
vi. Amrit Sarovar & Rain Water Harvesting etc.
