SHRI DULU MAHATO: Will the Minister of RAILWAYS be pleased to state: (a) whether the Government is aware of the cost escalation and dely faced by the traders due to the lack of an Inland Container Depot to facilitate the export-import of coal, steel and Micro, Small and Medium Enterprises (MSMEs) in the Dhanbad-Bokaro industrial area and if so, the details thereof; (b) whether any proposal is under consideration of the Container Corporation of India Limited (CONCOR) to establish a modern container depot in Dhanbad/Bokaro to enhance freight revenue of the Railways and to directly connect local industries to the global market; (c) if so, the details along with land identification, feasible study and timeline fixed for this project; and (d) the steps taken/being taken by the Government to boost logistics efficiency and to generate new employment opportunities for local youth in this highest revenue-generating railway division of the country? ANSWER MINISTER OF RAILWAYS, INFORMATION & BROADCASTING AND ELECTRONICS & INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW) (a) to (d): An Inter-Ministerial Committee (IMC) under the Central Board of Indirect Taxes and Customs (CBIC), Department of Revenue, Ministry of Finance, acts as a single-window mechanism for considering proposals for the setting up of Inland Container Depots (ICDs), Container Freight Stations (CFSs) and Air Freight Stations (AFSs). Such proposals are submitted by public or private entities and are considered in accordance § Page 1 of 2with the provisions of the policy of Central Board of Indirect Taxes and Customs. Although there is no pending proposal for setting up ICD with Railways, domestic containers to the ports can be dispatched using the Exclusive Container Rail Terminal (ECRT) of Barkakana. Indian Railways has undertaken several initiatives to improve logistics efficiency and promote economic growth, including development of Gati Shakti Cargo Terminals (GCTs), expansion of Private Freight Terminals (PFTs), enhancement of Multi-Modal logistics infrastructure, simplification of freight policies, and promotion of containerized cargo movement. So far, 142 Gati Shakti Cargo Terminals (GCTs) have been commissioned, including 11 GCTs in Dhanbad and Adra Divisions, which cover the Dhanbad–Bokaro industrial area. These initiatives are expected to improve logistics efficiency and facilitate economic and employment opportunities in the region. ***** Page 2 of 2
