**Summary:**
In response to Lok Sabha Unstarred Question No. 175 on July 21, 2025, the Ministry of Education provided details regarding the Institute of Eminence (IoE) initiative and the establishment of international university campuses in India. As of the stated date, 12 institutions have been granted IoE status. These include eight public institutions: IIT Bombay, IIT Delhi, IIT Madras, IIT Kharagpur, IISc Bangalore, BHU Varanasi, University of Hyderabad, and University of Delhi. The four private institutions with IoE status are BITS Pilani, Manipal Academy of Higher Education, O.P. Jindal Global University, and Shiv Nadar University, Greater Noida.
Furthermore, IIT Madras and IIT Delhi have established overseas campuses in Zanzibar, Tanzania, and Abu Dhabi, UAE, respectively.
Regarding the establishment of foreign university campuses in India, as per the National Education Policy (NEP) 2020, the University Grants Commission (UGC) has formulated regulations for foreign higher educational institutions. Under these regulations, the University of Southampton (United Kingdom), ranked within the top 100 of the QS World University Rankings (WUR), has been granted permission to establish a campus in Gurgaon, Haryana. Additionally, Letters of Intent (LoI) have been issued to the University of Bristol (United Kingdom), Western Australia University (Australia), and the University of New South Wales (Australia).

(a) the details of public and private institutes who have been awarded with the status of
Institute of Eminence;
(b) whether any high performing Indian Universities are establishing their campuses at other
places;
(c) if so, the details thereof;
(d) whether any University amongst globally top 100 are going to establish their campuses in
the country as per National Education Policy, 2020; and
(e) if so, the details thereof?

(a): There are 12 institutions that have been granted Institute of Eminence (IoE) status by the
Ministry of Education. Among them, eight are public institutions namely, IIT Bombay, IIT
Delhi, IIT Madras, IIT Kharagpur, IISc Bangalore, BHU Varanasi, University of Hyderabad
and University of Delhi and four are private institutions namely, BITS Pilani, Manipal
Academy of Higher Education, O.P. Jindal Global University and Shiv Nadar University,
Greater Noida.
(b) to (c): IIT Madras and IIT Delhi have set up their campuses in Zanzibar, Tanzania and
