Institutions of Eminence
2932 Shri Javed Ali Khan:
Will the Minister of Education be pleased to state:
(a) details of institutions which have been granted status of Institutions of Eminence (IoEs) in
the country till date in public and private sector, State-wise;
(b) specific benefits extended to Jio Institute and Satya Bharti on the basis of selection for
IoE status in 2018 and 2019 respectively;
(c) details of courses and subjects being taught in Jio Institute and Satya Bharti since their
selection as IoE; and
(d) steps taken to ensure transparency and accountability in the IoE process for
greenfield/private institutions, in view of inclusion of a non-existent entity in the initial list?

(a) to (d): There are twelve institutions which have been notified as Institutions of Eminence
(IoEs). There are eight public Institutions of Eminence – two are in New Delhi, one each in
Karnataka, Tamil Nadu, West Bengal, Uttar Pradesh, Telangana and Maharashtra. Only
public institutions get financial support under the IoE scheme. There are four private
Institution of Eminence - one each in the state of Karnataka, Rajasthan, Haryana and Uttar
Pradesh.
Jio Institute and Satya Bharti do not have the status of IoEs. The UGC has promulgated a
regulatory architecture/framework for selection and monitoring of institutions notified as
Institutions of Eminence (IoE) in the form of regulations for private institutions including
those from the greenfield category. The framework provides for autonomy in key areas such
as academic freedom, recruitment, fee structure, collaborations etc. This is intended to allow
the institutions to innovate, attract talent, and compete globally. In order to become an
institution of global repute, it is expected from the IoEs to have highly qualified faculty, good
mix of Indian and foreign students, transparent merit based and need-blind admissions,
excellent research facilities, NAAC accreditation and impart multidisciplinary education,
among others.
