addition infrastructure to strengthen farm-to-consumer cold storage and logistics infrastructure in
the country including Rajasthan and Uttar Pradesh, district-wise;
(b) the cold storage capacity, refrigerated transport and pack house infrastructure created under the
Pradhan Mantri Kisan Sampada Yojana in the country including the said States; and
(c) the extent to which these projects have contributed to reduction of post-harvest losses and
improvement of value addition in the agricultural and food processing sector?
ANSWER
THE MINISTER OF STATE FOR FOOD PROCESSING INDUSTRIES
(SHRI RAVNEET SINGH)
(a) : As on 31.12.2025, 402 projects have been approved across the country including 14 and 26
projects in the State of Rajasthan and Uttar Pradesh respectively under the component scheme-
Integrated Cold Chain and Value Addition Infrastructure(Cold Chain scheme) of Pradhan Mantri
Kisan Sampada Yojana (PMKSY). Out of 402 projects, 301 have been completed and started
commercial operations across the country including 13 and 20 completed and operational projects
in the State of Rajasthan and Uttar Pradesh respectively. District-wise distribution of cold chain
projects approved under Cold Chain scheme across the country including the State of Rajasthan
and Uttar Pradesh is provided at Annexure.
(b) : As on 31.12.2025, under PMKSY, 690 cold storage facilities with preservation capacity of about
51.85 lakh MT per annum have been created and procurement of 1,768 reefer vehicles have been
supported through 422 completed and operational food processing projects approved under various
component schemes of PMKSY across the country, which includes cold storage capacity of 0.506
LMT and 68 reefer vehicles from 19 completed and operational food processing projects in the State
of Rajasthan and cold storage capacity of 0.755 LMT and 121 reefer vehicles from 29 completed and
operational food processing projects in the State of Uttar Pradesh.(c) : The Ministry of Food Processing Industries estimates post-harvest losses from time to time
for various agri-produces in the country through commissioning of studies based on primary
surveys. Two studies were commissioned by the Ministry through (i) Indian Council of Agriculture
Research (ICAR) -Central Institute of Post-Harvest Engineering & Technology (CIPHET), 2015
with reference year 2012-14 and (ii) NABARD Consultancy Service Pvt. Ltd (NABCONS), 2022
with reference year 2020-22. The available studies on post-harvest losses are periodic in nature
and do not provide year-wise estimates.
Thus, as per the findings of these two studies, a reduction in the post-harvest losses has been
observed for the crops covered under these studies. Accordingly, the estimated percentage of post-
harvest loss of various agricultural produce in India is as follows:
C Crops/ Commodities Estimated Percentage Loss
As per ICAR-CIPHET study As per NABCONS study
(2015) (2022)
Cereals 4.65 - 5.99 3.89-5.92
Pulses 6.36 - 8.41 5.65-6.74
Oil Seeds 3.08 - 9.96 2.87-7.51
Fruits 6.70-15.88 6.02-15.05
Vegetables 4.58-12.44 4.87-11.61
Plantation Crops & 1.18-7.89 1.29-7.33
Spices
Milk 0.92 0.87
Fisheries (Inland) 5.23 4.86
Fisheries (Marine) 10.52 8.76
Meat 2.71 2.34
Poultry 6.74 5.63
Egg 7.19 6.03
A total processing and preservation capacity of 196.20 LMT/ annum created by 422 completed
and operational projects under various component schemes of PMKSY helps in reducing post-
harvest losses of farm produce / commodities by increasing their shelf life, enhancing their
processing level / value addition and making them available throughout the year to the consumers
across the country.
