Will the Minister of FOOD PROCESSING INDUSTRIES be pleased to state:
(a) the details of the number of Integrated Cold Chain and Value Addition Infrastructure projects sanctioned, completed and under implementation, State/UT-wise;
(b) the current estimated level of post-harvest losses in horticulture and non-horticulture produce;
(c) the funds released and utilised under the Cold Chain scheme during the last two years; and
(d) the steps being taken to expand cold storage capacity in the Eastern and North-Eastern States? ANSWER THE MINISTER OF FOOD PROCESSING INDUSTRIES (SHRI CHIRAG PASWAN)
(a) The Ministry of Food Processing Industries (MoFPI) has been implementing a component scheme - Integrated Cold Chain and Value Addition Infrastructure (Cold Chain scheme) under the Central Sector umbrella scheme - Pradhan Mantri Kisan Sampada Yojana (PMKSY). As of 30.06.2026, 409 cold chain projects have been approved, of which 311 projects have already been completed and operationalised and 98 projects are ongoing. A comprehensive State/ UT- wise details of the same is provided at the Annexure.
(b) MoFPI had commissioned a study through NABARD Consultancy Services Pvt. Ltd.
(NABCONS) to determine the post-harvest losses of various agricultural produce in India with reference year 2020-22. The estimated post-harvest losses (in percentage) of various
agricultural produce in the country are as mentioned below:

(d) MoFPI has been implementing the component schemes, namely, Cold Chain Scheme, Operation Greens (OG) Scheme, and Creation of Infrastructure for Agro Processing Clusters
(APC) Scheme under the Pradhan Mantri Kisan Sampada Yojana (PMKSY), wherein cold storage is supported as one of the constituent facilities of the approved projects. These component schemes are demand-driven and are being implemented nationwide. Under these schemes, Expressions of Interest (EoIs) are invited from eligible entities from time to time, subject to the availability of funds, in accordance with the applicable scheme guidelines. Under these component schemes, financial assistance is provided as grants-in-aid or subsidy for setting up food processing projects. The subsidy rate is 35% of the eligible project cost for general areas, and 50% for difficult areas (including North-Eastern Region States) as well as for projects promoted by SC/ST, FPOs, and SHGs. The maximum subsidy is โน10.00 crore under the Cold Chain and APC schemes, as well as for standalone projects under the OG scheme, while integrated projects under the OG scheme are eligible for a higher cap of โน15.00 crore.
The Department of Agriculture & Farmers Welfare (DA&FW) has been implementing Mission for Integrated Development of Horticulture (MIDH) for holistic development of horticulture in the country to reduce post-harvest losses through increasing cold storage infrastructure. Under the MIDH scheme, financial assistance is provided for various horticulture activities including Construction/Expansion/ Modernization of Cold Storages of capacity up to 5000 MT on the basis of Annual Action Plan (AAP) received from States/ UTs.
The component of cold storage is demand/ entrepreneur driven for which Government assistance in the form of credit linked back ended subsidy is available at the rate of 35% of the project cost in general areas and 50% of the project cost in case of North East & Himalayan States, Scheduled areas, vibrant villages, Andaman & Nicobar and Lakshadweep Islands through respective State Horticulture Missions.
National Horticulture Board functioning under DA&FW has been implementing a demand driven scheme nationwide, namely โCapital Investment Subsidy for Construction/Expansion/ Modernization of Cold Storages and Storages for Horticulture Productsโ. Under this scheme, credit linked back-ended subsidy at the rate of 35% of the capital cost of the project in general areas and at the rate of 50% in case of North East, Hilly States & scheduled areas for cold storage capacity above 5000 MT and up to 20000 MT is sanctioned for construction/ expansion/ modernization of Cold storage and CA store, as per cost norms prescribed for various sizes/ types of cold storages / onion storages.
