INTEGRATED MANUFACTURING CLUSTER IN GAYA

Will the Minister of COMMERCE AND INDUSTRY be pleased to state:

(a) the status of the Integrated Manufacturing Cluster at Gaya, Bihar under the
Amritsar-Kolkata Industrial Corridor which includes the progress of trunk
infrastructure works;
(b) the amount of funds sanctioned, released and utilized for the project since its
approval;
(c) the current status of development of outer connectivity and supporting
infrastructure for the project;
(d) the investment proposals received so far in the project and the land allotted to
the industry; and
(e) the monitoring system and time limit fixed by the Government for completion
and commissioning of the project?

(SHRI JITIN PRASADA)
(a): Government of India, as part of Amritsar Kolkata Industrial Corridor (AKIC), has
approved the development of Integrated Manufacturing Cluster (IMC) in Gaya,
admeasuring 1,670 acres in the state of Bihar under the National Industrial
Corridor Development Programme (NICDP), with a total project cost of Rs.
1,339 crores.
The status of the project is as follows:
Shareholder Agreement & State Support Agreement executed and
Special Purpose Vehicle (SPV)—Bihar Integrated Manufacturing City
Gaya Ltd. (BIMCGL) incorporated on 6th January, 2025.
Environmental clearance for the project granted on 18th March, 2025.
The Programme Manager for New Cities appointed on 28th July 2025 by
the SPV.
Engineering Procurement and Construction (EPC) contractor appointed
on 12th Feb 2026 by the SPV, and site survey works initiated.(b): IMC Gaya has been approved by the Government of India in August 2024 for
a total project cost of Rs. 1,339 crore. Till now, Rs. 135 Cr. has been released
to SPV as equity contribution by National Industrial Corridor Development and
Implementation Trust (NICDIT).
(c): The current status of external infrastructure as informed by the state is as
follows:
External Road Connectivity: A greenfield alignment of approx. 7 km in
length for direct connectivity of the project site with the Golden
Quadrilateral, NH-19 (near Dobhi, Gaya), has been approved by the State
Government and construction work has commenced.
Power allocation: The State Government has approved construction of a
220 KV transmission line till the project boundary.
Water allocation: River Lilajan has been identified as a surface water
source by the Water Resources Department, Govt. of Bihar.
(d): IMC Gaya, one of the 12 industrial smart cities approved by the Government of
India in August 2024, is under the initial stages of development. Besides, under
NICDP, the applications for land allotment are accepted and processed by the
respective project SPVs.
(e): The total construction period considered for the development of the internal
trunk infrastructure is 36-42 months from the actual date of appointment of the
EPC contractor. The project is monitored by BIMCGL at the project level and by
DPIIT through NICDIT at the central level, as detailed below:
At the project level, implementation is undertaken by the project
Special Purpose Vehicle (SPV), namely Bihar Integrated Manufacturing
City Gaya Ltd. (BIMCGL), which regularly reviews the progress of
infrastructure development and associated works.
Further, DPIIT (through NICDIT) periodically monitors the development of
the project with the officials of the State Govt/respective
agencies/stakeholders. Review meetings are held with stakeholders to
assess progress and resolve implementation issues.
