Parliament Question: Integrated Master Plan for Rural Infrastructure

Smt. Sandhya Ray: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) whether the Government has formulated any national policy to prepare an integrated master plan for rural infrastructure and livelihood development for each Lok Sabha Constituency of the country; (b) if so, the details of the projects approved, State and district- wise including Bhind and Datia; and (c) whether the Government proposes to implement an annual evaluation system of rural development outcomes of the system, if so, the details thereof, district level? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN) (a) & (b): Under its broad policy framework, Ministry of Rural Development (MoRD) has been undertaking various targeted interventions for integrated and sustainable development rural areas of the country. With the main focus on infrastructure development, increasing livelihood opportunities, empowering rural women and expanding livelihood opportunities, MoRD is implementing Pradhan Mantri Gram Sadak Yojana(PMGSY), Viksit Bharat – Guarantee for Rozgar & Ajeevika Mission (Gramin) (VB-G RAM G) and Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY-NRLM) across the country including Bhind and Datia districts of Madhya Pradesh. As per the implementation framework of the programmes, States/UTs are conceiving the project proposals for infrastructure including roads and sustainable assets, identification of beneficiary, generation of demand for employment, livelihood programmes, keeping in view the actual requirement of interventions for improving the quality of life of rural population. The above programmes are Page 1 of 2implemented in convergence with various central and state schemes to optimize the pace of rural development in the country. However, at present, there is no proposal in this Ministry for an integrated master plan for rural infrastructure and livelihood development for each Lok Sabha Constituency. (c): MoRD has evolved a comprehensive multilevel and multi format system of periodic assessment and review of progress and outcome of its rural development schemes, through Performance Review Committee Meetings, National Level Monitors (NLMs), Area Officers Schemes, Common Review Mission, Mid-Term Review, Labour Budget meetings, Labour Budget Revision meetings, Programme Review meetings, Concurrent Evaluation and Impact Assessment Studies. Specific reviews of States/UTs are also undertaken from time to time and action is taken on the basis of their findings. In addition, MoRD constitutes District Level Development Coordination and Monitoring Committees (DISHA) under the chairpersonship of the respective Members of Parliament to foster better coordination among elected representatives of Parliament, State Legislatures, and Local Governments (Panchayati Raj Institutions and Urban Local Bodies) to ensure the effective and timely implementation of key Central Sector and Centrally Sponsored Schemes including the schemes/programmes of MoRD at district level. ***** Page 2 of 2
