Will the Minister of EDUCATION be pleased to state:
(a) whether it is a fact that the Government is implementing Integrated Scheme for
School Education, PM-SHRI Samagra Shiksha Scheme by subsuming the erstwhile
Centrally Sponosored Schemes of SSA (Sarva Shiksha Abhiyan), RMSA (Rashtriya
Madhyamik Shiksha Abhiyan) and TE (Teacher Education);
(b) if so, the details thereof along with the total funds released under the scheme to
various States and UTs during the last three years so as to implement New
Education Policy (NEP), 2020;
(c) whether it is true that the Government has not released any fund under this
scheme to some of the States in the country; and
(d) if so, the details thereof alongwith reasons therefor?

(a) to (d): The Department of School Education and Literacy is implementing an
integrated centrally sponsored scheme for School education- Samagra Shiksha in
the country from 2018-19, which subsumes the three erstwhile Centrally Sponsored
Schemes of Sarva Shiksha Abhiyan (SSA), Rashtriya Madhyamik Shiksha Abhiyan
(RMSA) and Teacher Education (TE). Samagra Shiksha treats school education
holistically, in a continuum from pre-primary to class XII and is aligned with the
recommendations of the National Education Policy (NEP) 2020. It aims to ensurethat all children have access to quality education with an equitable and inclusive
classroom environment which should take care of their diverse background,
multilingual needs, different academic abilities and make them active participants in
the learning process.
Under Samagra Shiksha, financial assistance is provided to States and UTs
for providing various facilities to the children for implementing the Right of Children
to Free and Compulsory Education (RTE) Act, 2009 as also for implementation of
various provisions of Samagra Shiksha Scheme.
Under Samagra Shiksha all States and UTs submit their proposals for all
interventions contained in the scheme through their Annual Work Plan & Budget
(AWP&B). The proposals are appraised and approved by the Project Approval
Board (PAB) in the Ministry in consultation with the respective State/UT
government and funds are allocated accordingly, as per norms. The funds, under
the scheme of Samagra Shiksha, are released based on the fulfillment of guidelines
prescribed by Ministry of Finance.
