Parliament Question: Integrated Value Chain Development Projects under Operation Greens

GOVERNMENT OF INDIA MINISTRY OF FOOD PROCESSING INDUSTRIES LOK SABHA UNSTARRED QUESTION NO: 1888 ANSWERED ON 30TH JULY, 2026 INTEGRATED VALUE CHAIN DEVELOPMENT PROJECTS UNDER OPERATION GREENS 1888. SHRI DILESHWAR KAMAIT: Will the Minister of FOOD PROCESSING INDUSTRIES be pleased to state: (a) the status of the integrated value chain development projects under Operation Greens beyond the original 'TOP' (Tomato, Onion, Potato) crops; (b) the effectiveness of the "Market Intelligence Network" in predicting price volatility and triggering short-term interventions like transport and storage subsidies; and (c) the number of Farmer Producer Organizations (FPOs) that have been directly linked to processing hubs under this scheme to eliminate middle-men? ANSWER THE MINISTER FOR FOOD PROCESSING INDUSTRIES (SHRI CHIRAG PASWAN) (a): Under Scheme for Operation Greens - Long Term Interventions, the Ministry of Food Processing Industries is providing financial assistance @ of 35% of the eligible project cost for projects in General Areas, and 50% for projects in Difficult Areas, as well as for projects involving SC/ST, FPOs and Self-Help Groups (SHGs) for value chain development of 10 fruit crops, 11 vegetable crops and shrimp in the identified production clusters with maximum eligible grant-in-aid of ₹15 crore per project. The Ministry has approved 13 Integrated Value Chain Development projects under the scheme. The status of these projects is at the Annexure. (b): To promote and strengthen holistic development of post-harvest marketing infrastructure including storage infrastructure to reduce post-harvest losses and distress sales, enhance market access, promote primary processing and value addition facilities for farmers, the Ministry of Agriculture & Farmers’ Welfare, Government of India, is implementing a central sector scheme “Agricultural Marketing Infrastructure (AMI)” a sub-scheme of Integrated Scheme for Agricultural Marketing (ISAM) since 01.04.2014. AMI is a capital investment, open-ended, demand driven, credit-linked, back-ended subsidy scheme. Beneficiaries viz., individuals, agri-preneurs, farmers, FPOs, cooperatives, and state agencies etc., are eligible for assistance. Under the scheme, the subsidy is given @ 33.33% for North Eastern Region, hilly area, Women/SC/ST promoters, Primary Agricultural Credit Societies & FPOs etc., and @25% for others. However, the allocated budget under AMI sub-scheme of ISAM, has been fully utilized, and no further funds are available. Hence, the implementation of AMI sub-scheme of ISAM has been kept in abeyance with effect from 10.06.2025. (c): The Ministry provides financial support in form of grant-in-aid/ subsidy to the entrepreneurs and entities, including FPOs, for setting up of food processing projects.
