**Summary:**
In response to Lok Sabha Unstarred Question No. 709, answered on July 24, 2025, the Ministry of Road Transport and Highways outlined the objectives, progress, and plans for implementing Intelligent Transportation Systems (ITS) and Advanced Traffic Management Systems (ATMS) on National Highways and Expressways.
The key objectives of implementing ITS/ATMS are to enhance road safety, reduce traffic violations, and improve incident response times through AI-based surveillance and automated enforcement mechanisms.
The National Highways Authority of India (NHAI) issued Policy Circular No. 11.53 on October 10, 2023, to guide the implementation of ATMS, which includes surveillance of the entire highway stretch and an AI-based Video Incident Detection and Enforcement System to facilitate e-challan generation. The government plans a phased implementation of ATMS on Highways and Expressways.
Vehicle-to-Everything (V2X) communication is currently not a part of the ITS or ATMS policy. The government aims to implement ATMS on all National Highways of 4-lane or above configuration within the next few years.
Five standalone ATMS pilot projects are either launched or under development: Bangalore-Mysore (117 km, Karnataka, Completed), Dwarka Expressway Augmentation (58 km, Delhi & Haryana, Completed), Delhi-Agra (180 km, Uttar Pradesh, Under Progress), Lucknow Ring Road (103 km, Uttar Pradesh, Under Progress), and UERII (75 km, Delhi & Haryana, Under Progress).
Key Entities Referenced

(a) the key objectives of implementing Intelligent Transportation
System (ITS) on National Highways and Expressways;
(b) the current progress in the implementation of the Advanced Traffic
Management System (ATMS) across various regions of the country;
(c) the benefits expected from the deployment of Vehicle to Everything
(V2X) communication in reducing accidents, traffic violations and
incident response times;
(d) whether any specific timelines have been fixed for the phased
implementation of ITS solutions on National Highways and
Expressways and if so, the details thereof; and
(e) the details of the standalone ATMS projects that have been
launched or are under development?

(SHRI NITIN JAIRAM GADKARI)(a) The key objective of implementing Intelligent Transportation
System (ITS) or Advanced Traffic Management Systems (ATMS) on
National Highways and Expressways is to enhance road safety, reduce
traffic violations, and improve incident response time through AI-based
surveillance and automated enforcement mechanisms.
(b) National Highways Authority of India (NHAI) has issued Policy
Circular No. 11.53 on 10.10.23 to implement the Advanced Traffic
Management System (ATMS) on National Highways and Expressways.
The Policy includes Surveillance of the entire Highway stretch and AI
based Video Incident Detection and Enforcement System which will
also facilitate generation of E-challans by Police and other
Enforcement Agencies. The Policy document aims to reduce
accidents, traffic violations and incident response time. The
Government envisages to implement the ATMS solution in Highways
and Expressways in phased manner.
(c) V2X is not a part of either ITS or ATMS Policy at present.
(d) The Government envisages to implement ATMS on all National
Highways of 4 lane or above configuration in a few years.
