INTER-AIIMSTRANSFER POLICY

Will the Minister of HEALTHANDFAMILYWELFARE be pleased tostate:
(a) whether the Government proposes toformulate a uniform, transparent andtime-bound
inter-AIIMS transfer policy applicable to all AIIMS institutions of the country and if so, the
detailsthereof;
(b) whether the Government has received any representations or grievances from
employees regarding delays, inconsistencies and non-uniformity in inter-AIIMS transfer
proceduresandif so, the detailsthereof;
(c) whether any common guidelines or standard operating procedures are currently in
force for processing inter-AIIMS transfer requests andif so, the detailsthereof;
(d) whether the Government hasreviewed the impact of the absence of a uniform transfer
policyonemployeemorale, retentionandthe functioningof newer AIIMS institutions;
(e) if so, the detailsthereof; and
(f) whether it is true that a large number of posts are lying vacant at AIIMS-Rae Bareli
and if so, the details thereof along with the steps taken by the Government to fill the lying
posts?

(a)to(e): Representations/grievances have been received in the Ministry regarding
transfer of employees from one All India Institute of Medical Sciences (AIIMS) to another.
All AIIMS are Autonomous Bodies established under AIIMS Act, 1956, as amended from
time to time. AIIMS Institutions are separate entities and as per the AIIMS Act, there is no
provision totransfer employeesfrom one AIIMS toanother.
(f): The status of sanctioned, filled and vacant faculty and non-faculty position in AIIMS
Raebareliisasunder:

209 113 96 1613 1188 425Creation of posts and recruitment is a continuous and dynamic process. In order to
expeditiously fill vacant sanctioned positions in newly set up AIIMS following special
measures have beentakenbythe Ministry of HealthandFamilyWelfare:
(i) StandingSelection Committee (SSC) has been constitutedin each Institute asper the
provision of theirrespective Act for selectionof facultyetc.
(ii) Provision has been made for engagement of retired faculty at the level of Professor,
Additional Professor and Associate Professor, on contract basis, in new AIIMS, up to the age
of 70 years from Institutes of National Importance (INIs) and Government Medical Colleges
(GMCs).
(iii) Visiting Faculty Scheme has been formulated to allow Professors, Additional
Professors and Associate Professors, who are holding academic positions in Government
Institutions within India or academic institutions outside India, to be the Visiting Faculty in
newAIIMS for teachingpurposes.
(iv) Nursing Officer Recruitment Common Eligibility Test (NORCET) is conducted by
AIIMS Delhi for recruitmentof Nursing Officers.
(v) Common Recruitment Examination (CRE) in 2025 was conducted by AIIMS Delhi
twice inthe yearfor recruitment toGroup B andC non-facultypositions.
(vi) The Institute of National Importance CombinedEntranceTest (INI-CET) for selection
of Junior Residents (Academic) and the Institute of National Importance Super Speciality
(INI-SS) Exam for selection of Senior Residents (Academic) are conducted by AIIMS Delhi
twice a year.
