(a) Whether it is a fact that the Government has earmarked Rs. 1.5 trillion in the budget for
financial year 2025 as well as financial year 2026 as 50-years interest free capex loans to
States;
(b) if so, the details thereof; and
(c) the number of States have availed this loan during the financial year 2025-26 so far,
along with the names of the States and the loans taken and the projects being taken up
by each State?

(a) to (c): Yes, the Government has earmarked Rs. 1.5 lakh crores in the budget for the financial
year 2024-25 as well as 2025-26 as 50-year interest free capex loan to States. These funds are
provided to States under the scheme for Special Assistance to States for Capital Investment
(SASCI). In 2025-26, Union Territories (UTs) with Legislature have also been provided funds
under SASCI.State/UT wise details of loan released in the financial year 2025-26 so far and the
number of projects for which loan has been taken is enclosed as Annexure.
