INTERNATIONAL DRUG TRAFFICKING

Will the Minister of HOME AFFAIRS be pleased to state:
(a) the steps taken by the Government so far to raise awareness among
youth about international drug trafficking along with the progress made in
implementing the above steps;
(b) whether the Government has taken any measures to identify and
extradite the individuals or groups involved in international drug
trafficking; and
(c) if so, the details of the measures undertaken in this regard?

(a) The Government has taken various measures for public awareness
for citizens including youth about menace of drugs, some of which are as
under: -
(i) Madak-Padarth Nished Asoochna Kendra (MANAS)- A 24x7 toll-free
helpline (1933) has been established to report drug-related issues via
calls, SMS, chatbot, email, or web.-2-

(ii) A Toll-free Helpline No.14446 for de-addiction is operated for
providing primary counseling and immediate assistance to persons
seeking help.
(iii) To reduce demand, Narcotics Control Bureau (NCB) has initiated
Mission SPANDAN. Memorandum of Understanding (MoU) has been signed
with 05 organizations to tackle drug abuse & addiction to Psychotropic
substance through spiritual awareness & collective action. After
collaboration with the Spiritual organisations, total 25,647 awareness
programs have been conducted and 3,47,18,980 participants are
sensitized across the country through these programs.
(iv) Every year, 26th June is observed as the International Day against
Drug Abuse and Illicit Trafficking, and the Nasha Mukt Bharat Pakhwada
is held from 12–26 June to raise awareness on the ill effects of drug
abuse. Activities include rallies, seminars, workshops, video messages by
eminent personalities and SMS alerts through Telecom Service Providers
(TSPs). During the Pakhwada 2025, 630 awareness programmes were
conducted, sensitizing 32,90,256 participants.
(v) Launched Nasha Mukt Bharat Abhiyaan (NMBA) in all districts of the
country. It has reached out to more-than 24.9 crore people including 8.7
crore youth and 6 crore women.-3-

(vi) NCB signed a MoU with Central Board of Secondary Education on
03.09.2025 to strengthen cooperation in the field of awareness program
against drug abuse in CBSE affiliated schools. CBSE has shared a list of
about 140 CBSE affiliated schools across the country and till November
2025, awareness programmes have been conducted in 55 schools.
(vii) To spread awareness against ill effects of drugs, NCB in
coordination with states and other stake holders, created an e-pledge
with title- “Say Yes to life, No to drugs” which has been uploaded on the
website https://pledge.mygov.in. Its objective is to spread message of
keeping away from drugs. Till date, 61 lakh citizens have taken the E-
pledge.
(viii) NCB, in close coordination with the National Commission for
Protection of Child Rights(NCPCR),has rolled out a Joint Action Plan(JAP)
on “Prevention of Drugs and substance Abuse and Illicit Trafficking” to
prepare a framework to wean children away from drug abuse and to
prevent selling of drugs in the surroundings of schools, colleges and child
care institutions. Further to spread information regarding effects of drug
abuse and other prevention measures, 8,65,510 Prahari Clubs are also
formed in Schools/Colleges.
(ix) Various programs such as rallies, paintings, distribution of pamphlets,
posters, cultural program, nukkad nataks, radio programs and awareness-4-

campaigning in College and Universities are routinely conducted across
various States to spread awareness among the masses with special focus
on youth.
(b)&(c) The Government has taken several measures for the identification
and extradition of individuals and groups associated with transnational
drug trafficking, some of which are mentioned below: -
(i) India has entered into extradition treaties with 48 countries and has
established extradition arrangements with 12 additional countries. The
Government utilises the provision of these treaties and arrangements to
facilitate the surrender of offenders including those involved in
transnational drug trafficking from foreign jurisdictions.
(ii) Government regularly raises extradition cases in Joint Working
Groups on Counter-Narcotics with partner countries.
(iii) A task force on Darknet Crypto- Currencies & Courier (DCC) was
constituted to identify, trace, and facilitate the deportation or extradition
of the top narcotics offenders wanted in cases registered by Drug Law
Enforcement Agencies (DLEAs) and currently residing in foreign countries.-5-

(iv) Government leverages Interpol and bilateral channels for exchange of
intelligence on narcotics offenders and seek their extradition or
deportation.
(v) Effective use of Bharatpol has significantly increased issuance of
INTERPOL Notices. In the year 2025 alone, 22 Blue Notices and 14 Red
Notices have been published.
