INVESTMENT REALISATION AND EMPLOYMENT GENERATION 275. SHRI P V MIDHUN REDDY: Will the Minister of COMMERCE AND INDUSTRY be pleased to state: वाणिज्य एवं उद्योग मंत्री (a) the number of investment proposals in Andhra Pradesh tracked by Department for Promotion of Industry and Internal Trade (DPIIT) or Invest India that have converted into operational projects during the last two years, along with the total investment deployed and jobs created; (b) the sector-wise investment requirements assessed by the Government for Andhra Pradesh in manufacturing, ports, food processing, and electronics, and the details of any investment roadmap prepared for the State; (c) the number of Micro, Small & Medium Enterprises (MSMEs) and local entrepreneurs in Andhra Pradesh that have benefited from centrally sanctioned industrial schemes during the last two years; and (d) the measures taken to ensure equitable distribution of investment-linked employment across all districts? ANSWER वाणिज्य एवं उद्योग मंत्रालय में राज्य मंत्री (श्री णिणिन प्रसाद) THE MINISTER OF STATE IN THE MINISTRY OF COMMERCE & INDUSTRY (SHRI JITIN PRASADA) (a) to (d): During the last two years, a total of 10 investment proposals, tracked by DPIIT and Invest India, have been grounded in Andhra Pradesh. Of these, 2 projects have completed the construction of their manufacturing facilities, while 8 projects are presently under construction. The projects are being implemented with an estimated Investment of ₹ 6962 crore and are expected to generate employment of approx. 22,167 jobs. These cases were successfully facilitated by Department for Promotion of Industry and Internal Trade (DPIIT) and Invest India with support from the relevant Central Government Ministries and Government of Andhra Pradesh. Government of India is developing various Industrial Corridor Projects as part of National Industrial Corridor Development Programme (NICDP) designed to establish Greenfield Industrial Smart Cities across India, positioning the country as a global manufacturing hub. The National Industrial Corridor DevelopmentCorporation Ltd. (NICDC) is developing three major Greenfield Industrial Smart City nodes in Andhra Pradesh namely: Krishnapatnam, Orvakal and Kopparthy, located across different industrial corridors, reinforcing the state’s strategic importance in regional industrial development. These projects support the Make in India vision and offer world-class infrastructure for industries in logistics, aerospace, electronics and advanced manufacturing. The Bulk Drug Park Scheme is being implemented with the objective of facilitating establishment of three Bulk Drug Parks in the states of Andhra Pradesh, Gujarat, Himachal Pradesh, and to reduce the cost of bulk drug manufacturing through the creation of world-class common infrastructure. These parks provide shared facilities, including solvent recovery plants and common effluent treatment systems, to improve efficiency and environmental compliance. 11 projects under the modified Electronics Manufacturing Clusters (EMC 2.0) Schemes have been approved by the Government of India across 10 states including Andhra Pradesh with a projected investment of over ₹ 1.46 lakh crore and estimated to generate employment of approx. 1.80 lakh jobs. The scheme supports creation of world-class electronics manufacturing infrastructure by funding dedicated clusters with common facilities. Solar Energy Corporation of India Limited (SECI) will be developing a 1200 MWh Battery Energy Storage System (BESS) at Nandyal, Andhra Pradesh and a 50 MW Hybrid Solar Project. This marks a significant milestone in strengthening Andhra Pradesh’s renewable energy infrastructure and accelerating India’s transition towards a greener, more resilient energy future. Government of India under the Sagarmala Scheme is providing financial assistance to 12 projects in Andhra Pradesh including Visakhapatnam Port Authority for enhancing the infrastructure related to Port led Industrialization, Port Modernization, Port Connectivity enhancement, Coastal Community Development & Coastal Shipping and Inland Waterways. Several measures have been undertaken for the modernization of ports, including mechanization of existing berths and terminals, digitization and logistics integration, construction of new berths and terminals, development of road, rail and waterways connectivity. India’s first Drone City is being developed at Orvakal in Kurnool district, marking a major milestone in advancing India’s capabilities in next-generation aerospace and unmanned systems. Developed in collaboration with the Government of Andhra Pradesh, the 300-acre Drone City is expected to generate over 40,000 jobs and will house the world’s largest common drone testing facility and will serve as a fully integrated ecosystem for manufacturing, testing, research, repairs and development, bringing key components of drone innovation under one unified infrastructure. The National Steering Committee (NSC) approved the Strategic Investment Plan (SIP) for the Visakhapatnam ITI Cluster in Andhra Pradesh under thePradhan Mantri Skilling and Employability Transformation (PM-SETU) scheme. This marks the first-ever Strategic Investment Plan to be cleared under PM- SETU and makes Andhra Pradesh the first State to operationalize an industry partnership under the scheme. Approval of the Visakhapatnam Cluster represents a significant step towards transforming Industrial Training Institutes into industry-managed, outcome-oriented institutions capable of responding to evolving workforce requirements. Entrepreneurship and Skill Development Programme (ESDP) is being implemented with the objective of motivating young and aspiring entrepreneurs to pursue self-employment and entrepreneurship as viable career options. The Scheme seeks to promote establishment of new enterprises, strengthen capacities of existing MSMEs and foster entrepreneurial culture across the country. These Training components are implemented with the help of MSME- DFOs, premier institutes such as IIMs/IITs/ICAR/CSIR/NIT/Administrative Training Institutes (ATIs), post harvesting and Food Processing institutes, Engineering Institutes, etc. Progress of ESDP scheme in Andhra Pradesh during the last two years may be seen at Annexure. Samarth, a Central Sector Scheme is a demand-driven, placement-oriented skilling program aligned with the National Skills Qualifications Framework (NSQF). The Scheme is designed to incentivize and support industry efforts in generating employment opportunities across the organized textile and related sectors and covers the entire textile value chain, excluding Spinning and Weaving. A total of 12 Implementing partners (IP’s) have been implementing the scheme with 37 active training centres in Andhra Pradesh. Further, Production Linked Incentive (PLI) Schemes have been launched across 14 key sectors with an objective to enhance manufacturing competitiveness, attract investment, promote scale, and strengthen integration with global value chains. As of 31st March 2026, these schemes have resulted in actual investments of over ₹ 2.40 lakh crore, production/sales exceeding ₹ 22.66 lakh crore and employment generation of over 14.15 lakh persons (direct and indirect) in the country.
