Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state:
(a) whether Government has taken cognisance of the findings of the Comptroller and Auditor General
(CAG) of India regarding serious financial, enrollment and placement-related irregularities in the
implementation of Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 2.0 and 3.0; and
(b) whether it is a fact that, as per the CAG report, bank account details were recorded as 'zero', 'null',
'N/A' or left blank in respect of 90, 66, 264 out of 95, 90, 801 participants, respectively, amounting to 94.

REGARDING IRREGULARITIES IN IMPLEMENTATION OF PRADHAN MANTRI
KAUSHAL VIKAS YOJANA
(a) and (b) The Comptroller and Auditor General (CAG) conducts audit of Schemes of various
Ministries/Departments to evaluate systems, processes and controls so that shortcomings can be corrected.
The Ministry of Skill Development and Entrepreneurship (MSDE) has taken cognizance of findings of
the Performance Audit of PMKVY, conducted by CAG.
The Report, covering its initial phases up to 2022, flagged certain deficiencies in legacy systems relating
to data validation, beneficiary details, assessor information, eligibility verification, and monitoring
processes, largely attributable to limitations in IT controls and decentralized implementation prevalent at
that time.
Taking cognizance of these observations, the Government has since undertaken comprehensive corrective
measures under PMKVY 4.0, including Aadhaar-based e-KYC, face authentication and geo-tagged
attendance, QR-coded digital certificates, real-time dashboards on the Skill India Digital Hub,
strengthened assessor and training centre accreditation through NCVET, independent monitoring via
Kaushal Samiksha Kendra, revised monitoring guidelines with clear KPIs, and a robust penalty and
recovery framework.
Disciplinary actions, including suspension, blacklisting, recovery of funds, and drastic steps have been
taken wherever non-compliance was established, thereby institutionalising stronger accountability,
verification, and oversight mechanisms under the scheme.
