IRRIGATION PROJECTS IN RAJASTHAN UNDER AIBP

Will the Minister of JAL SHAKTI be pleased to state:
(a) the number of irrigation projects approved in the Tonk-Sawai Madhopur Lok Sabha Constituency of
Rajasthan under the Accelerated Irrigation Benefit Programme (AIBP) and the approved costs, funds
released and spent thereof so far, project and area-wise;
(b) the additional irrigation capacity in hectares targeted to be created upon completion of these projects
and the number of farmer/households estimated to benefit therefrom;
(c) whether some of these projects are pending due to financial, administrative or technical reasons and if
so, the details thereof;
(d) whether the Government has established any special monitoring system, fund release action plan or
Inter-Departmental Coordination Mechanism to ensure timely completion of these projects, if so, the
details thereof; and
(e) whether the State Government has submitted any new irrigation project or expansion proposal related
to the said Constituency to the Union Government and if so, the details thereof?

(a) to (e) Water being a State subject, it is for the State Government concerned to plan, implement,
operate and manage the irrigation projects, and to prepare action plan to make irrigation system more
extensive in the State. Role of Government of India is limited to providing technical support, and partial
financial assistance for identified projects under the ongoing schemes.
Three clusters of 157 water bodies of Rajasthan (comprising of 36 water bodies, 37 water bodies and
84 water bodies) with estimated cost of Rs. 363.09 crore and target irrigation potential of 17.34 thousand
hectare have been included under Repair Renovation and Restoration component of Pradhan Mantri Krishi
Sinchai Yojna-Har Khet Ko Pani. Out of them 30 water bodies fall in Tonk district and 4 water bodies fall
in Sawai Madhopur district. Against the eligible central assistance of Rs. 198.79 crore for three clusters,
central assistance of Rs. 82.02 crore has been provided till March’2025 and mother sanction of Rs. 40.50
1crore has been issued for financial year 2025-26. 11.67 thousand hectare irrigation potential has been
created through these projects. One cluster comprising of 36 water bodies has been completed.
In addition, Bisalpur Major Irrigation Project has been completed under Accelerated Irrigation
Benefits Programme. Now, on the request of Government of Rajasthan, modernisation of command area
of about 5,000 hectare of right main canal of this project, benefiting Tonk district of Rajasthan, at an
estimated cost of Rs. 99.25 crore has been undertaken under the pilot scheme of the Department namely
Modernisation of Command Area Development Scheme.
SNA-SPARSH has been introduced by the Ministry of Finance for Centrally Sponsored Schemes to
enable Just-in-Time release of funds from the Central Government through Public Financial Management
System (PFMS). This system aims to reduce parking of funds and allow real-time monitoring of scheme
expenditure.
For timely completion, projects are reviewed at regular intervals by the Ministry and the State
Government. In addition, issues and constraints including inter-Departmental issues are captured through
PMG (Project Monitoring Group) portal for fast-track resolution of issues.
