332. MS IQRA CHOUDHARY:
Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state:
(a) whether the Government is aware that members of the Kori community, a sub-caste of the
Hindu Julaha and recognized as a Scheduled Caste, are being denied Scheduled Caste certificates
by local authorities in various districts of Uttar Pradesh, particularly in the Saharanpur
Commissionerate;
(b) if so, whether the Government has taken any steps to ensure that eligible members of the Kori
community are issued Scheduled Caste certificates in a time-bound, fair and transparent manner
to prevent exclusion from constitutional benefits; and
(c) whether the Government proposes to consider establish a national-level memorial in the
Kairana parliamentary constituency in honour of Sant Kabir, a revered spiritual leader and social
reformer from the Kori community, with a view to preserving and promoting his teachings,
legacy and contributions to social justice and harmony, if so, the details thereof?

(a) & (b): The Kori caste is listed as Scheduled Caste (SC) at serial number '50' in Part 18 of
*Scheduled Castes and Scheduled Tribes Order (Amendment) Act, 1976”.
Government of Uttar Pradesh has informed that a number of Government Orders (GOs) have
been issued from time to time in this context, and all Divisional Commissioners/ District
Magistrates have been directed to issue caste certificates to the Kori caste notified as a
Scheduled Caste.
