Will the Minister of JAL SHAKTI be pleased to state:
(a) the number of households provided with tap water connections under the Jal Jeevan Mission
(JJM) in rural areas of Uttar Pradesh, district-wise;
(b) the specific targets set under JJM in Uttar Pradesh;
(c) whether the Government has made any assessment for lagging behind the said targets and
if so, the extent of the shortfall identified; and
(d) the steps taken / being taken by the Government to ensure proper road connectivity and
accessible water supply in rural areas of each district in Uttar Pradesh?

(a) Since August 2019, Government of India in partnership with States/UTs, is
implementing centrally sponsored scheme Jal Jeevan Mission (JJM) – Har Ghar Jal to make
provision of tap water supply to every rural household in all villages across the country.
At the start of the mission, only 3.23 crore (16.71%) rural households were reported to have
tap water connections. With concerted efforts from both Centre and States/UTs under Jal Jeevan
Mission (JJM) – Har Ghar Jal around 12.45 crore additional rural households have been
reported to have been provided with tap water connections. Thus, as on 19.08.2025, out of
19.36 crore rural households in the country, more than 15.68 crore (81.02%) households are
reported to have tap water supply in their homes.
As reported by the State of Uttar Pradesh, out of 2.67 crore rural households in Uttar Pradesh,
starting from 5.16 lakh (1.93%) on 15th August 2019, 2.41 crore (90.34%) tap water
connections have been provided till 19th August, 2025, out of which 2.36 crore tap connections
have been provided under the Jal Jeevan Mission. The district-wise details of tap water
connections provided in Uttar Pradesh under Jal Jeevan Mission are available at

(b) State of Uttar Pradesh has informed that as per JJM guideline every rural Household of the
State has to be covered with piped water supply scheme. Cent Percent Household are targeted
to be provided with functional household tap connection by 2028 in Uttar Pradesh.
Page 1 of 2(c) Drinking Water being a State subject, States/UTs plan, design, approve and implement
drinking water supply schemes. Government of India supplements the efforts of the
States/UTs by providing technical and financial assistance.
The State of Uttar Pradesh has informed that large-scale work, compressed timelines, non-
coordination across departments, difficult terrain & geotechnical conditions in Bundelkhand &
Vindhya region, covid-19 pandemic, unavailability of sufficient fund, non-availability of
materials on time due to JJM work started at a time across the country, lack of manpower and
machinery are main problems and challenges faced by the Government in providing tap water
connections and lagging behind the said targets in Uttar Pradesh under JJM.
(d) Water being a State subject, States have been empowered to plan, design, approve,
implement and operate & maintain drinking water supply schemes. As such, the responsibility
of implementation, inter-alia including repairing or restoration of roads that get affected while
laying water supply pipelines of rural water supply schemes taken up under JJM, lies with
State/ UT Governments and the funds available under JJM may be utilized for the same.
Further, to avoid any hardships to the villagers, States have been advised to take up rural water
schemes in a way with minimum damages to infrastructure such as roads/ highways and to
restore the roads/ highways immediately in case of damages done while laying of pipelines for
water supply systems.
The State of Uttar Pradesh has informed that 5,17,725 Kms of pipeline have been laid in Uttar
Pradesh till 19.08.2025. 1,96,877 Kms of different type of roads have been dismantled during
the work out of which 1,90,710 Kms have already been restored. Remaining roads are restored
partially by making it motorable and after pipe laying and hydrotesting roads will be fully
restored.
To expedite the provision of tap water connections to all rural households in the country,
concerted efforts have been made to accelerate the pace of implementation of JJM on ground.
These include measures such as holding high level joint review meetings with the State
governments on regular basis and visits of multi-disciplinary teams from the department to
highlight areas which need attention for expediting implementation to make provision of tap
water supply to all households in a time bound manner. To bring transparency and effective
monitoring, an online ‘JJM dashboard’ has been created, which provides State/ UT, district and
village-wise progress as well as status of provision of tap water supply to rural homes.
