This policy addresses the progress of railway line construction in Andhra Pradesh, specifically focusing on the Kadapa-Bangalore railway line project. Sanctioned on a 50:50 cost-sharing basis with the Government of Andhra Pradesh at a cost of ₹2706 crore, the 266 km Kadapa-Bangalore project has seen an expenditure of ₹358.60 crore up to March 2025, with 21 km (Kadapa-Pendlimarri section) commissioned. As of the report, the Government of Andhra Pradesh has deposited ₹189.95 crore towards their share against the committed ₹1353 crore, and has been requested to deposit the remaining amount to facilitate further project execution. In June 2021, the Government of Andhra Pradesh proposed a different alignment, leading to the sanctioning of a survey for a new 105 km alignment between Muddanuru-Pulivendula-Mudigubba-Sri SatyaSaiPrashantiNilayam. The completion of railway projects is subject to factors including land acquisition, forest clearances, cost-share deposition by the state government, project priorities, utility shifting, statutory clearances, geological conditions, law and order, and climatic conditions, making it difficult to fix exact timelines. The response was provided by the Minister of Railways, Information Broadcasting and Electronics Information Technology, Shri Ashwini Vaishnaw, in response to Lok Sabha Unstarred Question No. 2885 on August 6, 2025.

ANSWER
MINISTER OF RAILWAYS, INFORMATION & BROADCASTING AND
ELECTRONICS & INFORMATION TECHNOLOGY
(SHRI ASHWINI VAISHNAW)
(a) to (e) The Kadapa-Bangalore (266 km) project was sanctioned on 50:50
cost sharing basis with Government of Andhra Pradesh at a cost of ₹2706crore. An expenditure of ₹358.60 cr has been incurred upto March 2025
and Kadapa-Pendlimarri section (21 kms) has been commissioned.
So far, Government of Andhra Pradesh has deposited ₹189.95 crore
towards their share in project against ₹1353 crore. State Government of
Andhra Pradesh has been requested to deposit their share for the project,
so that the execution of the project can be taken up further.
In June 2021, Government of Andhra Pradesh has suggested a different
alignment. Accordingly, Survey for new alignment between Muddanuru –
Pulivendula – Mudigubba – Sri SatyaSaiPrashantiNilayam (105 kms) has
been sanctioned.
Sanctioning of project requires consultation with various stake-holders
including State Governments and necessary approvals viz. appraisal of
NITI Aayog, Ministry of Finance etc. As sanctioning of projects is a
continuous and dynamic process, exact timelines cannot be fixed.
The completion of any Railway project depends on various factors like
quick land acquisition by State Government, forest clearance by officials
of forest department, deposition of cost share by State Government in cost
sharing projects, priority of projects, shifting of infringing utilities,
statutory clearances from various authorities, geological and
topographical conditions of area, law and order situation in the area of
project(s) site, number of working months in a year for particular project
site due to climatic conditions etc.
