Will the Minister of EDUCATION be pleased to state:
(a) the number of Kasturba Gandhi Balika Vidyalayas (KGBVs) currently functioning in the country,
particularly in Maharashtra, district-wise;
(b) the total number of teaching and non-teaching staff appointed in these KGBVs;
(c) whether there is a shortfall of teachers in the KGBVs especially in Maharashtra, and if so, the
details thereof and the steps taken by the Government to fill the vacancies;
(d) whether the Government is providing residential educational facilities under KGBV scheme for
girl students belonging to SCs/STs/OBCs/Minority Communities and if so, the details thereof;
(e) the details of criteria adopted for selection of students and allocation of seats among the different
disadvantaged groups;
(f) whether there is any provision to accommodate out-of-school girls and dropouts under the scheme,
especially in tribal areas in the country especially in Maharashtra;
(g) whether the Government proposes more KGBVs in the country especially in Maharashtra; and
(h) if so, the details thereof?

(a): Kasturba Gandhi Balika Vidyalayas (KGBVs), residential schools from class VI to XII for girls
belonging to Socio-Economically Disadvantaged Groups (SEDGs) such as SC, ST, OBC, are a part of
centrally sponsored scheme of Samagra Shiksha. As on 30.07.2025, a total of 5,138 KGBVs are
functional in the country, including 83 KGBVs in Maharashtra. The district-wise list of functional
KGBVs in Maharashtra is at Annexure-I.
(b) & (c): Education is in the Concurrent List of the Constitution and KGBVs are under the
administrative control of respective State Governments and UT administrations. The matters related to
operationalization and functioning of KGBVs including the recruitment, and deployment of teaching
and non-teaching staff of KGBVs, come under the purview of concerned State/UT Governments.Teaching and non-teaching staff of KGBVs are recruited by States/UTs, as per the terms and conditions
of the respective States and UTs for KGBVs. The recruitment of teachers is a continuous process. The
Central Government, through Samagra Shiksha, provides assistance to the States and UTs for
deployment of teachers in KGBVs to maintain appropriate Pupil Teacher Ratio as per the prescribed
norms for various levels of schooling.
(d) to (f): KGBVs provide educational facilities such as ICT labs, library, vocational education, etc along
with the basic residential facilities like food, lodging, drinking water & sanitation, medical care, etc for
girls in the age group of 10-18 years. In view of the targeted nature of the scheme, girls from SEDGs
such as SC, ST, OBC, etc are accorded priority for enrolment in these residential schools. Further,
States/UTs also conduct special enrolment drives, awareness campaigns, community involvement,
extra-curricular activities to retain girls in KGBVs.
(g) & (h): KGBVs are set up in those identified Educationally Backward Blocks where, as per census
data of 2001, the rural female literacy is below the national average and which does not have residential
schools under any other scheme of the Ministry of Social Justice and Empowerment,
Tribal Affairs or the State Government. The State/UT has to submit proposals for sanctioning new
KGBV in the Annual Work Plan under Samagra Shiksha, which is then scrutinized and approved by the
Project Approval Board.
