Parliament Question: KCC to Kushinagar dairy farmers

GOVERNMENT OF INDIA MINISTRY OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING DEPARTMENT OF ANIMAL HUSBANDRY AND DAIRYING RAJYA SABHA UNSTARRED QUESTION NO.2141 TO BE ANSWERED ON 11TH MARCH 2026 KCC TO KUSHINAGAR DAIRY FARMERS 2141. SHRI RATANJIT PRATAP NARAIN SINGH: Will the Minister of Fisheries, Animal Husbandry and Dairying be pleased to state: (a) the total number of dairy farmers in the Kushinagar district who have been issued Kisan Credit Cards (KCC) for working capital; (b) the status of the milk procurement network of the cooperative dairy federations (Parag/Amul) in the district; (c) the details of the support provided for the induction of high-yielding milch animals under the Rashtriya Gokul Mission (RGM); (d) the measures taken to check the spread of Lumpy Skin Disease and Foot and Mouth Disease (FMD) in the region; and (e) Government's plan to set up milk processing and chilling plants in the rural blocks to boost farmers' income? ANSWER THE MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH) (a) As per Department of Financial Services, 5373 number of dairy farmers have been issued Kisan Credit Cards (KCC) for working capital purpose as on 31.12.2025 in Kushinagar district. (b) Gorakhpur Milk Union affiliated with Pradeshik Cooperative Dairy Federation Ltd (PCDF-Parag) has their milk procurement activities in Kushinagar District of Uttar Pradesh and the average milk procurement in the month of December 2025 by Gorakhpur milk Union was about 1000 Kg Per day. (c) Following major initiatives have been undertaken under the Rashtriya Gokul Mission (RGM) for induction of high-yielding milch animals across the country, including Kushinagar district of Uttar Pradesh: i. Nationwide Artificial Insemination Programme: The programme aims at enhancing AI coverage and to deliver quality Artificial Insemination Services (AI) at farmer’s doorstep with semen of high genetic merit bulls including indigenous breeds. As on date 146.57 lakh animals have been covered, 235.41 lakh artificial inseminations have been performed and 80.87 lakh farmers benefited in State of Uttar Pradesh including 1.91lakh animals covered, 3.49 lakh artificial inseminations performed and 1.31 lakh farmers benefited in Kushinagar District of Uttar Pradesh under Nationwide Artificial Insemination Programme. ii. Accelerated Breed Improvement Programme using sex sorted semen is implemented for promotion of sex sorted semen and incentive upto 50% of the cost of sex sorted semen on assured pregnancy is made available to farmers. iii. Multi-Purpose Artificial Insemination Technicians in Rural India (MAITRI’s): MAITRIs are trained and equipped to deliver quality Artificial Insemination services at farmers’ doorstep. As on date, 7300 MAITRIs have been inducted in the State of Uttar Pradesh including MAITRIs in Kushinagar district of Uttar Pradesh. iv. In-Vitro Fertilization (IVF) Technology is promoted for the development and conservation of indigenous breeds. The Department has established 24 IVF laboratories across India for this purpose. The Accelerated Breed Improvement Programme, leveraging IVF technology, has been launched to take advanced breeding methods to farmers’ doorsteps, with an incentive of Rs. 5,000 provided for every assured pregnancy. To propagate elite indigenous animals and facilitate induction of high-yielding milch animals, one IVF laboratory has been established in Uttar Pradesh, which has produced 633 viable embryos, out of which 510 embryos have been transferred, resulting in 112 calves born. v. Progeny testing and Pedigree selection programme has been implemented to produce high genetic merit bulls, including bulls of indigenous breeds. Progeny testing is implemented for Gir, Sahiwal breeds of cattle, and Murrah, Mehsana breeds of buffaloes. Under the Pedigree selection programme Rathi, Tharparkar, Hariana, Kankrej breeds of cattle and Jaffarabadi, Nili Ravi, Pandharpuri and Banni breeds of buffalo are covered. So far, 4620 high genetic merit bulls have been produced and made available to semen stations for semen production across the country, including Uttar Pradesh. (d) The details of measures /steps taken to check the spread of Lumpy Skin Disease and Foot and Mouth Disease (FMD) by this Ministry are under: i. Standard Operating Procedure (SOP) for Vaccination against Foot and Mouth Disease (FMD) and Operational Guidelines for Lumpy Skin Disease (LSD) has been formulated for adoption by the States/UTs which include demand assessment, accessories/consumables, human resource and microplanning, sero-monitoring and outbreak management. Procurement and supply of the FMD vaccine for respective State and Union Territory is done centrally. ii. Standard Operating Procedure (SOP) for registration and ear tagging of animals, administration of vaccine and uploading of data on National Digital Livestock Mission (NDLM) are circulated to State/UTs for adoption. iii. Under Assistance to States for Control of Animal Diseases (ASCAD) support is provided on sharing basis for prevention and control of state prioritized livestock diseases like LSD including strengthening of Disease Diagnostic Laboratories etc. iv. Guidelines for minimum standards of Veterinary Infrastructure in India has been framed and communicated to States/UT with the request for adoption and necessary action. v. Financial support is provided to Indian Council of Agricultural Research (ICAR)- National Institute of Foot and Mouth Disease (NIFMD)-Bhubaneswar, ICAR- Indian Veterinary Research Institutes (IVRI)-Bareilly, ICAR-IVRI-Bengaluru, ICAR- National Institute of Veterinary Epidemiology and Disease Informatics (NIVEDI)-Bengaluru andChaudhary Charan Singh National Institute of Animal Health-Baghpat for FMD related activities. vi. National Animal Disease Control Programme: The National Animal Disease Control Programme for FMD and Brucellosis (NADCP) aims to control FMD by 2025 through vaccination and its eventual eradication by 2030. It is a Central Sector Scheme with 100% funding support to the States / UTs. As per National Dairy Development Board (NDDB), till date, about 11.31 Lakh FMD vaccinations have been done in Kushinagar District. LSD vaccinations have also been provided by UP state animal husbandry department. e) The Department of Animal Husbandry and Dairying, Government of India provides financial assistance for establishment of milk processing and chilling plants through the Schemes namely “Animal Husbandry Infrastructure Development Fund (AHIDF)” and “National Programme for Dairy Development (NPDD)”. No project proposal has been received from the State of Uttar Pradesh under NPDD or AHIDF for Kushinagar district. ***
