RAJESH MISHRA: Will the Minister of TOURISM be pleased to state: (a) the details of the Key Performance Indicators (KPIs) being used to evaluate the success of completed sustainable tourism infrastructure projects under various central tourism schemes, including parameters relating to tourist footfall, employment generation, local income, environmental sustainability and visitor satisfaction across the country, State/UT-wise, particularly in Mewar region of Rajasthan including Nathdwara, Kumbhalghar and Udaipur and its nearby areas and Nabarangpur Lok Sabha Constituency, including Deobrahmani Temple (Paparahandi), Tentasikundi, Chandan Dhara Waterfall, Balimela Reservoir, Satiguda Dam and Amakunda; (b) the details of the mechanisms in place to involve indigenous, local community leaders, local self-government institutions, traditional leaders and other stakeholders during the planning and implementation of destination development projects especially in the said touristdestinations in Nabarangpur and Malkangiri districts and tribal and aspirational districts such as Kalahandi; (c) whether the Government has established any institutional mechanism to periodically assess the economic impact, tourist footfall and employment generation arising from the major tourist destinations in Nabarangpur and Malkangiri districts and Sidhi Lok Sabha Constituency; (d) if so, the details of the projects sanctioned or proposed for the development, promotion and tourism infrastructure of the said tourist destinations; and (e) whether the Government has undertaken any assessment for tourism destinations in Kalahandi district of Odisha and if so, the details thereof along with the measures proposed to promote its rich tribal, cultural, archaeological and eco-tourism potential under central tourism schemes? ANSWER THE MINISTER OF TOURISM (SHRI GAJENDRA SINGH SHEKHAWAT) (a) to (e): Development and promotion of tourism is primarily done by the concerned State Government (SG)/UT Administration (UTA). However, Ministry of Tourism under its various schemes such as Swadesh Darshan (SD), Swadesh Darshan 2.0 (SD2.0), Challenge Based Destination Development (CBDD) – an initiative under Swadesh Darshan and Pilgrimage Rejuvenation and Spiritual Heritage Augmentation Drive (PRASHAD) etc. provides financial assistance for development of tourism infrastructure and experiences in the country, to the SGs/UTAs, on receipt of the project proposals from them, in synergy with the scheme guidelines, Government directions, availability of funds, inter-se priority etc. Government of India under its ‘Special Assistance to States for Capital Investment (SASCI) – Development of Iconic Tourist Centres to Global Scale’ has also sanctioned multiple projects in 2024-25 with the primary objective to comprehensively develop iconic tourist centres in the country, branding and marketing them at global scale. Further, the projects sanctioned under the above schemes are regularly monitored at various levels. The Guidelines for Swadesh Darshan 2.0, includes National Institutional Framework comprising of Central Sanctioning and Monitoring Committee (CSMC), Mission Directorate (MD) etc., State Institutional Framework and Destination Management Committees are to beset up by the State Governments/UTAs. The Ministry has also developed a Program Management Information System (PMIS) for monitoring of its destination development related schemes as a unified digital platform to facilitate seamless information, communication, sharing and reporting system in respect of the projects undertaken as part of its various schemes. Ministry of Tourism and SGs/UTAs including project implementing agencies are integral part of this system. Moreover, the Ministry of Tourism mandates the project proposals submitted under Swadesh Darshan 2.0 scheme to include current and project tourist footfall in the destination, direct and indirect employment to be generated at the project site and potential revenue sources from the project to meet operation and maintenance costs of the projects upon completion. A range of components which may enhance tourism facilitation at the destinations are considered for sanctioning, as per project requirement including those related to tourism core products, tourism activities, safety, sanitation, last mile connectivity, parking, general site development, soft interventions like digitization, skilling etc. No proposal is under consideration with Ministry of tourism for development of Nabarangpur, Malkangiri and Kalahandi districts.
