Parliament Question: KVS swimming pool under BOT Model

GOVERNMENT OF INDIA MINISTRY OF EDUCATION DEPARTMENT OF SCHOOL EDUCATION AND LITERACY RAJYA SABHA UNSTARRED QUESTION NO. 2114 ANSWERED ON 11.03.2026 KVS swimming pool under BOT Model 2114 Shri Imran Pratapgarhi: Will the Minister of Education be pleased to state: (a) whether monitoring/verification mechanisms are in place to ensure that concessionaires do not misuse addresses of Kendriya Vidyalaya Sangathan (KVS) swimming pools, handed over to them under the BOT model in Delhi, for registration/operation of private clubs/academies or for filing court cases using KVS address for purposes unrelated to the project; (b) whether Government is aware of any instances of such misuse including filling court cases, KV-wise details thereof, along with action taken by KVS; and (c) whether the standard Concession Agreement under BOT model is available in public domain, if so, details thereof and if not, whether Government proposes to place it in the public domain? ANSWER MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SHRI JAYANT CHAUDHARY) (a) As per information received from Kendriya Vidyalaya Sangathan (KVS), regular monitoring is undertaken by the Vidyalaya-level Committee and officials of the concerned Regional Office to ensure compliance with the terms and conditions of the Agreement. Surprise inspections are also conducted, wherever required. Further, as per the Agreement, the Concessionaire shall not use the Project Site or its address for any purpose other than the purposes of the Project/Project Facility and purposes incidental thereto, as permitted under the Agreement. (b) There is currently no court case pending in respect of any Kendriya Vidyalaya in Delhi pertaining to alleged misuse of the Vidyalaya address by concessionaires under the BOT model for purposes unrelated to the project. (c) It is not available in the public domain as a standalone document, since the BOT arrangement was undertaken as a one-time exercise for a specific project and the agreement has been executed for a long-term period of 30 years. *****
