KVS swimming pools in Delhi
517 Shri Imran Pratapgarhi:
Will the Minister of Education be pleased to state:
(a) how many KVS swimming pools in Delhi have been handed over to external
agencies under the BOT model, with contract expiry details for each;
(b) whether BOT agencies are permitted to run private academies, coaching,
commercial programmes;
(c) whether KVS pool addresses can be used as official addresses for private
entities/clubs, if not, what actions were taken against them;
(d) whether private classes are allowed during school hours, details of KVS students
trained in these pools;
(e) whether compliance audits are conducted, if so, findings for the last three years;
and
(f) whether any violations were reported, if so, actions taken and prescribed penalties
for contractual violations?

(a) to (d) As per information received from Kendriya Vidyalaya Sangathan (KVS),
swimming pool facilities are available in 15 Kendriya Vidyalayas (KVs) in Delhi. These
swimming pools are constructed and are being operated and managed by external
agencies under the Build, Operate, and Transfer (BOT) model for 30 years as per
concession agreement. As per Agreement, “the Concessionaire shall not use the Project
Site for any purpose other than for the purposes of the Project/the Project Facility and
purposes incidental thereto as permitted under this Agreement.”
KVS pool addresses are permitted to be used only as the address of the swimming
pool. Further, private classes are not allowed during the school hours. The KV-wise details
of expiry of swimming pool contract and students trained in these pools are annexed.
(e) & (f) Supervision of these pools is being done regularly by KVS. In the event of any
contractual violation, KVS issues a written notice to the Concessionaire allowing a cure
period of 60 days. If the default is not cured within the stipulated period, KVS is empowered
to terminate the Agreement in accordance with its provisions.
