Will the Minister of HEALTHANDFAMILYWELFARE be pleasedtostate:
(a) whether several Gram Panchayats/Blocks in the Lok Sabha Parliamentary Constituencies of Robertsganj and Sonbhadra are deprived of basic health services and primary health centres in these areaslackbothadequate medicinesandavailabilityof doctors;
(b) if so, the detailsthereof; and
(c) the time by which full-fledged health services are likely to be made available in the said Constituencies? ANSWER THE MINISTER OFSTATE IN THE MINISTRYOFHEALTH AND FAMILYWELFARE (SHRIPRATAPRAO JADHAV)
(a) & (b): Public Health and hospital being a State subject, the primary responsibility to set up adequate number of healthcare facilities as per requirement of that State Government. Under the National Health Mission (NHM), financial and technical support is provided to States/UTs to strengthen their healthcare system including setting up new healthcare facilities like Sub-Centres, PHCs and CHCs based on proposals received from States/UTs in their Programme Implementation Planwithin theirResource Envelope.
As per the information provided by the State Government of Uttar Pradesh, basic health services are available in all Gram Panchayats/Blocks in the Robertsganj and Sonbhadra Lok Sabha Constituencies. In Robertsganj Lok Sabha constituency, an autonomous state medical college has beenestablished, encompassing the District CombinedHospital and the MCH wing. There are a total of 10 Community Health Centers employing 45 doctors. Further, 45 Primary Health Centers employing46 Doctors are functionalin the Robertsganj LokSabha Constituency. Also, inSonbhadra district, 46 doctors are available at 45 Primary Health Centers. Adequate Medicines are available in allCommunityHealth CentersandPrimaryHealthCentersinbothLokSabha Constituencies.
(c): Health being a State subject, infrastructure development, as well as the management and deployment of HRH in public health facilities, the planning and implementation of CHCs and PHCs comes under the jurisdiction of the State Govt. State Government may propose the new CHC and PHC as per norms and their need. The Govt. of India after examination may sanction under NHM(PIP), PM-ABHIM, 15th Finance Commission, as proposed by the States/UTs subject to their Resource Envelope.
As per information provided by the State Government of Uttar Pradesh, against the sanctioned 3620 posts of Level-1 doctors, currently 5324 doctors are posted at Level-1, of which 1704 doctors are in excess. Further, 231 (Level-II) Specialist Doctos have been appointed in 2022 and 343 Specialist/Super-Speciality Doctors have been appointed in 2024. In order to provide better medical facilities to the people of the state, the Government has approved the increase in the superannuation age of medical officersof the State Medical andHealthServicesCadre from 62years to 65 years. General/Specialist medical officers are also posted from time to time through redeployment,walk-in interview, NHM contract/reverse biddingetc.
