Parliament Question: Lack of Rail Connectivity in Shravasti, Uttar Pradesh

SHRI RAM SHIROMANI VERMA: Will the Minister of RAILWAYS be pleased to state: (a) whether the Government is aware that due to lack of rail connectivity in Shravasti, an aspirational district of Uttar Pradesh the expected development in the sector such as tourism, trade, agriculture and employment sectors has not taken place so far; (b) if so, the steps taken/being taken by the Government in this regard; (c) whether any work has been done by the Government for modernisation of railway stations, expansion of passenger facilities and development of railway infrastructure in Shravasti Lok Sabha Constituency during the last five years and if so, the details thereof, year-wise; (d) whether any proposals regarding new railway lines, doubling of railway tracks, electrification or introduction of new rail services related to said Lok Sabha Constituency are under consideration of the Government and if so, the details thereof; (e) whether the Government is formulating any time-bound action plan for the early implementation of the said projects; and (f) if so, the details thereof and the time by which it is likely to be finalised? ANSWER MINISTER OF RAILWAYS, INFORMATION & BROADCASTING AND ELECTRONICS & INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW) (a) to (f): Railway projects are surveyed/sanctioned/executed Zonal Railway- wise and not State-wise/Region-wise/Constituency-wise as the Railway projects may span across State boundaries. § Page 1 of 14Bahraich-Khalilabad new line project (240 Km) passing through Shravasti district has been sanctioned at a cost of ₹4,940 crore. An expenditure of ₹1,525 crore has been incurred upto March 2026 and an outlay of ₹686 crore has been provided for this project for the year 2026-27. The project has been notified as “Special Railway Project” for acquisition of land through State Government. So far, about 99.6% of Broad Gauge (BG) network has been electrified. The electrification in remaining network has been taken up. Further, all new line/multi-tracking projects are being sanctioned and constructed with electrification. Train Services: Indian Railways (IR) constantly endeavours to improve connectivity and facilitate travelling passengers and to this end the following have been undertaken during 2025-26 and 2026-27 (upto June, 2026) which inter alia caters to the needs of passengers of Balrampur, Tulsipur, Kauwapur and Gainsari: 1. Introduction of 55061/55062 Nakaha Jungle-Aishbagh Passenger w.e.f. 26.05.2026 with stoppages at Balrampur, Tulsipur, Kauwapur and Gainsari. Page 6 of 142. Introduction of 14663/14664 New Jalpaiguri-Amritsar Amrit Bharat Express w.e.f. 14.05.2026 with stoppage at Balrampur. In addition, it has been decided to introduce 14045/14046 Gorakhpur-Delhi Amrit Bharat Express with stoppage at Balrampur and to extend 13507/13508 Asansol-Gorakhpur Express upto Balrampur with stoppage at Tulsipur. At present, Balrampur which is a major station located in Shravasti Lok Sabha Constituency is served by 26 train services providing connectivity inter alia to destinations like Delhi, Mumbai, Lucknow, Gorakhpur, Amritsar, etc. Similarly, Tulsipur, Kauwapur and Gainsari stations are served by 22 train services, 08 train services and 08 train services respectively. Amrit Bharat Stations: Ministry of Railways has launched Amrit Bharat Station Scheme for redevelopment of stations with a long-term approach. The scheme involves preparation of master plans and their implementation in phases to improve the stations of Indian Railways. The master planning, keeping in view the necessity of each station, includes:  Improvement of access to station and circulating areas  Integration of station with both sides of city  Improvement of station building  Improvement of waiting halls, toilets, sitting arrangement, water booths  Provision of wider foot over bridge/subway to commensurate with passenger traffic Page 9 of 14 Provision of lifts/escalators/ramps  Improvement of platform surface/ provision of platform shelter  Provision of kiosks for local products through schemes like ‘One Station One Product’  Parking development  Amenities for Divyangjans  Better passenger information systems  Provision of air concourse, executive lounges, Multimodal integration, landscaping, etc. The scheme also envisages sustainable and environment friendly solutions etc. as per necessity, phasing and feasibility and creation of city centre at the station in the long term. So far, 1,340 stations have been identified for development under this scheme, out of which 157 stations, including Balrampur and Tulsipur stations of Shravasti Lok Sabha Constituency, are located in Uttar Pradesh. The work of amenities for Divyangjan has been taken up. The activities for development at other stations have also been taken up at good pace and progress of some of the stations is as given below: Page 12 of 14 Lucknow (Charbagh) NR station: The structural work of new station building at second entry has been completed. The finishing work of new station building, concourse,10 m wide foot over bridge, development of circulating area at second entry and improvement of circulating area at main entry have been taken up.  Gorakhpur station: The structural works of multi level car parking, commercial block, new laundry and electrical substation have been completed. The structural works of main station building, second entry station building and foot over bridge, finishing works for multi-level car parking, commercial block, new laundry and electrical substation have been taken up.  Deoria Sadar station: The works for improvement of waiting hall, retiring room, dormitory, parking, improvement of circulating area, entry/ exit gates and platform shelters have been completed. The works of new station building, entrance porch, 12 m wide foot over bridge, lift, escalator, improvement of Pay & Use toilet and amenities for Divyangjan have been taken up.  Bhatni station: The works of improvement of station building, entrance porch, improvement of circulating area and parking have been completed. The works of improvement of platform surface, platform shelter and amenities for Divyangjan have been taken up.  Basti station: The works for improvement of station building, improvement of circulating area, parking, waiting hall, toilets, improvement of platform surface, platform shelters, new entrance porch, new Pay & Use toilet block and landscaping have been completed. The works of lighting and signages have been taken up. Further, development / redevelopment / upgradation / modernisation of stations on Indian Railways, is a continuous and ongoing process and works in this regard are undertaken as per requirement, subject to inter-se Page 13 of 14priority and availability of funds. Development / redevelopment / upgradation/modernisation of a station is carried out based on category of station/condition/traffic handled etc. Development/Upgradation of railway stations is a complex in nature involving safety of passengers & trains and requires various statutory clearances such as tree cutting, heritage, fire clearance, airport clearance etc. These stations are in operation since long, so brownfield work challenges are being faced, such as shifting of utilities (involving water/sewage lines, optical fibre cables, gas pipelines, power/signal cables, etc.), infringements, operation of trains without hindering passenger movement, speed restrictions due to works carried out in close proximity of the tracks and near to high voltage power lines, etc. and these factors affect the progress of work and completion time. Development/upgradation/modernisation of stations including under Amrit Bharat Station Scheme is generally funded under Plan Head-53 ‘Customer Amenities’. The details of allocation and expenditure under Plan Head-53 are maintained Zonal Railway-wise and not station-wise or state-wise. Uttar Pradesh is covered under the jurisdiction of five railway zones, namely, East Central Railway, North Central Railway, Northern Railway, North Eastern Railway, and West Central Railway. For these zones, an allocation of ₹17,973 crore has been made for the last five financial years and current year, out of which an expenditure (up to June, 2026) of ₹13,624 crore has been incurred so far. ***** Page 14 of 14
