state:
(a) whether rapidly developing localities abutting the Chennai-Tirupati-
Bengaluru corridor, Nalgonda-Vijayawada, Mahabubnagar-Kurnool,
Kurnool-Bengaluru Highway, Delhi-Sonepat, Delhi-NOIDA, Delhi-
Faridabad and other connecting roads are grappling with deep-rooted
civic challenges that remain unresolved beneath their real estate
boom and several other areas on the city's fringe, various localities
situation on the southern-western-eastern-northern peripheries of
cities and connecting the capital cities of the States which are falling
under various Municipal Corporations, lack comprehensive
underground drainage and in also some of its residential localities,
the lack of basic infrastructure is reflected in the pathetic state; and
(b) if so, the details thereof along with the demands of each State and
the action taken thereon including corrective steps being taken, the
future action plan worked out and the manner in which the
Government plans to address such issues to achieve themes and
goals of Viksit Rajya-Viksit Bharat-2047?

(a) & (b): As per the provisions of Article 243W of the Constitution, in
conjunction with the Seventh and Twelfth Schedules, matters relating to
urban development fall within the purview of States/Urban Local Bodies.
However, Ministry of Housing and Urban Affairs (MoHUA) provides
programmatic support to the States/Union Territories (UTs) in their urban
development agenda through its various flagship Missions/Programmes

viz. Atal Mission for Rejuvenation & Urban Transformation 2.0 (AMRUT 2.0),
Pradhan Mantri Awas Yojana – Urban 2.0 (PMAY-U 2.0), Swachh Bharat
Mission – Urban 2.0 (SBM – U 2.0), Smart Cities Mission (SCM), etc.
Through these Missions/Schemes, the Central Government approves the
State Plans and provides the Central Assistance (CA) to the States. The
projects are selected, designed, approved and executed by the States/UTs
and the cities. The State Governments release funds to the cities/districts.
AMRUT: AMRUT was launched by the Central Government on June 25,
2015, for 500 cities (485 cities including 15 merged cities) across all
States/UTs in the country. The major thrust areas of the Mission are water
supply, sewerage & septage management, storm water drainage, green
spaces & parks, non-motorized urban transport. Taking it forward, AMRUT
2.0 launched on 01 October 2021 in all Urban Local Bodies (ULBs)/ cities,
enabling the cities to become 'self-reliant' and 'water secure'. Providing
universal coverage of sewerage & septage management in 500 AMRUT
cities is one of the major focus areas of AMRUT 2.0. Rejuvenation of water
bodies, development of green spaces and parks are other components of
the Mission. Under AMRUT, MoHUA has approved State Annual Action
Plans (SAAPs) of all the States/Union Territories (UTs) amounting to
₹77,640 crore for the entire Mission period, which includes committed
Central Assistance (CA) of ₹35,990 crore. So far, States/UTs have
grounded 6,010 projects worth ₹83,482.60 crore, of which works worth
around ₹80,102.60 crore have been physically completed. Under AMRUT
2.0, State Water Action Plans have been approved for 8,873 projects worth
₹1,94,172.99 crore submitted by States/UTs which includes 3,571 water
supply projects worth ₹1,18,421.92 crore, 586 Sewerage & Septage
Management projects worth ₹68,461.78 crore, 3,032 water body
rejuvenation projects worth ₹6,210.66 crore and 1,684 parks projects
worth ₹1,078.63 crore. State wise details are given in ANNEXURE I.
SBM-U: Swachh Bharat Mission (SBM-U) 2.0 has been launched on October
1, 2021 for a period of five years with a vision of achieving safe sanitation
and scientific management of all fractions of waste including construction
of Individual Household Latrines (IHHLs), Community Toilets (CTs)/ Public
Toilets (PTs), setting up of sewage treatment plants/faecal sludge
treatment plants/interception & diversion drains networks and
procurement of mechanical desludging vehicles for safe sanitation, setting

up waste processing facilities such as waste-to-compost, waste-to-energy
plants, Material Recovery Facility (MRF), Construction & Demolition Waste
processing plants, bio-methanation plants, transfer stations etc. Sanitary
scientific landfills & remediation of legacy dumpsites are also allowed
under the mission.
Under SBM – U, the total financial outlay of the States and UTs for the
entire Mission Period is ₹62,009 crore, including committed Central
Assistance of ₹14,623 crore. Out of central share assistance, a total of
₹11,905.57 crore has been released to the States/UTs. Under SBM – U 2.0,
the total financial outlay of the States and UTs for the entire Mission Period
is ₹1,41,600 crore, including committed Central Assistance of ₹36,465
crore. Out of central share assistance, a total of ₹28,762.82 crore has been
approved so far for various components of the scheme, i.e., toilet
construction (IHHL/CT/PT), used water management, solid waste
management, Information, Education & Communication (IEC), and capacity
building (CB) for the States/UTs.
