Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to
state:
(a) whether the Ministry is planning to implement the Master Plan
2041 and the Land Pooling Policy in Delhi and if so, the details
thereof;
(b) the timeline fixed for notification and implementation of the
Master Plan 2041 and the Land Pooling Policy in Delhi;
(c) the steps being taken by the Government to ensure effective
implementation of the said plan and policy in Delhi;
(d) whether the Government has conducted any studies or
assessments to identify the potential benefits and challenges of
implementing this Plan and Policy and if so, the details thereof;
and
(e) the measures being taken by the Government to address the
concerns and grievances of stakeholders including citizens,
developers and other interested parties regarding the
implementation of the Master Plan 2041 and the Land Pooling
Policy in Delhi?

(a) & (b) The draft Master Plan for Delhi (MPD)-2041 documents along with
annexures has been forwarded to the Ministry by the Delhi
Development Authority (DDA) on 13.04.2023 for approval and issuance
of final notification by the Ministry in accordance with the provisions
of the Delhi Development Act,1957. The draft MPD -2041 is a policy
framework document to guide future planned development of Delhi,
built upon the lessons learnt from the implementation of the previous
plans. There are a range of complex issues contained in the document
which requires a detailed analysis and stakeholder consultation which
are currently ongoing. Finalization of Draft MPD-2041 document is a
time-consuming process. Since, the matter is of utmost importance,
highest priority is being accorded for its finalization.

As far the Land pooling policy in NCT of Delhi is concerned, the
Government had notified land policy 2021 vide S.O. 2687 dated
05.09.2013, further modified policy was notified vide S.O. 5220(E) on
11.10.2018 and the regulations for operationalization of the Land
policy were notified by DDA vide S.O. 5384 on 24.10.2018 under section
57 of DD Act, 1957.
The successful implementation of this policy depends on the voluntary
participation of land owners along with the removal of the bottlenecks
like formation of consortium, contiguity etc.
(c) The implementation of MPD-2041 shall be undertaken once the draft
MPD-2041 is finalized and notified. For effective implementation of the
Land Pooling Policy and in order to create awareness and facilitate
land pooling among the landowners, 26 field camps have been
organized by DDA across the land pooling areas in NCT of Delhi, till
date.
Furthermore, DDA has developed an SOP providing a mechanism to
facilitate online verification of land records by the Revenue Authorities
of the Revenue Districts of Government of NCT of Delhi. In addition,
DDA has issued 15 provisional notices for initiation of consortium
formation to enhance the level of land pooling of contiguous land, in
cases where 70% land pooling has been achieved, but without
contiguity.
(d) No separate study or assessment has been undertaken to identify the
potential benefits and challenges of implementing the MPD- 2041 and
land pooling policy in Delhi.
(e) The implementation of MPD-2041 shall be undertaken after its final
notification through various service providing agencies/ local bodies.
During the preparation of the draft Master Plan for Delhi (MPD)-2041,
consultations were held with all the urban local bodies, various central
and state government departments, and in addition public
consultations were held with general public, professional bodies,
RWAs/Federations, NGOs, public representatives etc.
Also, the initial draft of MPD-2041 was placed in public domain for
inviting objections/ suggestions from public for 75 days. In response of
public notices, approximately 34000 objections/suggestions were
received and were placed before the Board of Enquiry & Hearing
(BOEH) for its consideration.
In regard to land pooling policy, the bottlenecks like formation of
consortium, contiguity etc. are being taken care of.
