GOVERNMENT OF INDIA MINISTRY OF RURAL DEVELOPMENT DEPARTMENT OF LAND RESOURCES RAJYA SABHA UNSTARRED QUESTION NO. 3966 TO BE ANSWER ON 27.03.2026 Land records modernisation under DILRMP 3966. Shri Raghav Chadha: Will the Minister of Rural Development be pleased to state: (a) details on the progress made in digitisation of land records, mutation updates and issuance of property rights documents under the Digital India Land Records Modernisation Programme (DILRMP), year-wise and State-wise; (b) number of States with real-time integrated land record systems and the proportion of villages where records remain disputed or pending mutation; (c) whether any assessment has examined the impact of incomplete land records on access to credit, Government schemes and legal protection for rural households, if so, the findings thereof; and (d) steps taken by Government to resolve legacy land disputes and expand land record digitisation to tribal, forest-dwelling communities? ANSWER MINISTER OF STATE IN THE MINSTRY OF RURAL DEVELOPMENT (Dr. CHANDRA SEKHAR PEMMASANI) (a) & (b) Government of India has been implementing a comprehensive programme for the computerization of land records and digitization of maps in the country by the name of Digital India Land Records Modernization Programme (DILRMP) with 100% financial assistance from Central Government since 2016-17. The cumulative progress under Computerisation and Digitization of land records is given in Annexure-I. As per information available in Management Information System (MIS) of DILRMP, in 27 States/UTs, the land records and registration systems are integrated and facility of auto trigger mutation is available. Further, Land and Land Revenue, including maintenance of land records is a State subject listed at Sl. No.18 & 45 of State List (List II) of the 7th Schedule of the Constitution wherein land revenue is governed by State specific Acts/Rules/Regulations. The data regarding pending mutation, issuance of property rights, and pending disputes is not maintained by the Department. 1(c) No Sir. Under DILRMP land records digitization is undertaken and rural households are not covered. Further, Ministry of Panchayati Raj has also informed that no such specific assessment has been carried out by them to examine the impact of incomplete land records on access to credit.
