GOVERNMENT OF INDIA MINISTRY OF RAILWAYS LOK SABHA UNSTARRED QUESTION NO. 1827 TO BE ANSWERED ON 29.07.2026 LEAVE FACILITIES TO RAILWAY STAFF †1827. SHRI GIRIDHARI YADAV: Will the Minister of RAILWAYS be pleased to state: (a) whether the leave facilities (such as weekly rest, annual leave etc.) provided to the train running staff (like Loco Pilot Guards etc.) in the Railways are also extended to the contractual staff working in the same train especially keeping in view the railway safety standard; (b) if so, the details thereof including the rules, conditions and any special provisions applicable to the contractual staffs; (c) if not, the reasons therefor; (d) whether the Government proposes to provide a better leave facility for the contractual staff to ensure railway safety and if so, the details thereof; (e) whether the Government has conducted any study or review on this issue; and (f) if so, the details thereof and if not, the reasons therefor? ANSWER MINISTER OF RAILWAYS, INFORMATION & BROADCASTING AND ELECTRONICS & INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW) (a) to (f) Indian Railways (IR) executes a wide range of works for creation, repair, upkeep and maintenance of its various assets including stations, coaches, wagons, coaching depots, locomotives, tracks, etc. pertaining to various departments namely Mechanical, Commercial, Electrical, Civil Engineering, Signal & Telecommunication, Medical, etc. All employees working on railway projects are governed by the labour laws. § Page 1 of 2General Conditions of Contract (GCC) for Services also require agency to comply with all applicable Labour Legislations. The Railway Administration ensures compliance with the applicable statutory obligations by the agency through appropriate agreement provisions and the prescribed monitoring mechanism. ***** Page 2 of 2
