ADV PRIYA SAROJ: Will the Minister of RAILWAYS be pleased to state: (a) the total number of level crossings in Jaunpur district where Road Over Bridges (ROBs) or Road Under Bridges (RUBs) have been sanctioned but construction work has not yet commenced; (b) the details of any new express or passenger trains that have been introduced or are proposed to be introduced to connect the Purvanchal region of Uttar Pradesh with major cities and commercial hubs across the Country during the last three years; (c) the number of new line surveys and projects currently in progress or under planning in Purvanchal region of Uttar Pradesh along with their total length and projected cost; (d) the details of all railway projects including new lines, doubling, electrification, station upgradation and overbridges that are currently pending beyond their original scheduled completion date in Jaunpur District of Uttar Pradesh; and (e) the reasons for delay in these projects? ANSWER MINISTER OF RAILWAYS, INFORMATION & BROADCASTING AND ELECTRONICS & INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW) (a) to (e) : 14 Nos. ROBs/RUBs are sanctioned in lieu of LCs at the cost of ₹ 409 crore in Jaunpur district which are at various stages of planning and execution. Junction- Jaunpur Junction Sanctioning of works of Road over Bridge (ROB)/Road Under Bridge (RUB) in lieu of Level crossings (LCs) is a continuous and dynamic process of Indian Railways. Such works are prioritised and taken up on the basis of its impact on safety in train operations, mobility of trains & impact for road users and feasibility etc. Nos. of ROBs/ RUBs constructed on Indian Railways during the period 2004-14 vis a vis 2014-25 (June’25) is as under: Period ROBs/ RUBs constructed 2004-14 4,148 Nos.2014-25 (June’25) 13,426 Nos. (including 1649 Nos. in the State of Uttar Pradesh) As on 01.04.2025, 4,402 Nos. ROBs/ RUBs are sanctioned at the cost of ₹ 1,00,860 Cr on Indian Railways including 736 Nos. Road Over Bridge (ROB)/Road Under Bridge (RUB) at the cost of ₹14,022 crore in the State of Uttar Pradesh, which are at various stages of planning and execution. Electrification: Electrification of railway network on Indian Railways has been taken up in mission mode. So far, about 99% of Broad Gauge (BG) network has been electrified. The electrification in remaining network has been taken up. Electrification carried out during 2014- 25 and before 2014 is as under: Period Route Kilometer Before 2004 (about 60 years) 21,801 2014-25 46,900 In Uttar Pradesh, entire existing Broad Gauge railway network has been electrified including Jaunpur District. All new line/multitracking projects are being sanctioned and constructed with electrification. New Line/ Doubling/ Gauge conversion projects: During the last three years i.e. 2022-23, 2023-24, 2024-25 and the current FY 2025-26, 111 surveys (33 New Line, 76 Doubling and 2 Gauge Conversion) of a total length of 6271 km have been sanctioned falling fully/partly in the state of Uttar Pradesh including Purvanchal region.As on 01.04.2025, 49 Railway projects (10 New Line, 02 Gauge Conversion and 37 Doubling), of total length of 3,808 Km costing ₹62,360 crore falling fully/partly in the State of Uttar Pradesh including Purvanchal region and Jaunpur district are sanctioned, out of which 1,323 Km length has been commissioned and an expenditure of ₹30,611 crore has been incurred upto March 2025. However, in its constant endeavour to provide/improve connectivity for the passengers, Indian Railways, between the period 2023-24 and 2025-26 (till 31.07.2025) have, on originating/terminating basis, introduced the following 22 train services including 14 Vande Bharat train services serving the stations like Gorakhpur, Varanasi, Ayodhya, Mau etc. 1. 26501/26502 Patliputra-Gorakhpur Vande Bharat Express 2. 20175/20176 Banaras-Agra Cantt. Station redevelopment: Ministry of Railways has launched Amrit Bharat Station Scheme for development of stations on a continuous basis with a long-term approach. It involves preparation of master plans and their implementation in phases to improve the amenities at the stations like improvement of station access, circulating areas, waiting halls, toilets, lift/escalators as necessary, platform surfacing and cover over platform, cleanliness, free Wi-Fi, kiosks for local products through schemes like ‘One Station One Product’, better passenger information systems, executive lounges, nominated spaces for business meetings, landscaping, etc. keeping in view the necessity at each station. The scheme also envisages improvement of building, integrating the station with both sides of the city, multimodal integration, amenities for Divyangjans, sustainable and environment friendly solutions, provision of ballastless tracks, etc.as per necessity, phasing and feasibility and creation of city centre at the station in the long term. So far, 1337 stations, including 157 stations located in the state of Uttar Pradesh, have been identified for development under this scheme. Development works at railway stations across the country under Amrit Bharat Station Scheme have been taken up at a good pace. Till now, phase-I works of 20 stations (Ayodhya Dham, Balrampur, Bareilly City, Bijnor, Fatehabad, Gola Gokarnath, Gomtinagar, Govardhan, Govindpuri, Hathras City, Idgah Agra Jn, Izzatnagar, Mailani, Pokhrayan, Ramghat Halt, Saharanpur Jn., Siddharth nagar, Suraimanpur, Swaminarayan Chappia, Ujhani) in the state of Uttar Pradesh have been completed under this scheme. The works at other stations have also been taken up at good pace and progress of some of above stations is as given below:  At Shahganj Junction station, the works of 6 m Foot Over Bridge and boundary wall in circulating area have been taken up.  At Jaunpur Junction station, structural work of new station building, platform shelter and toilet block have been taken up.  At Jaunpur City station, work of platform shelters have been taken up.  At Mariahu station, the works of station building, circulating area, toilet, waiting hall, lighting and Divyangjan facilities have been taken up.  At Badshahpur station, the works of station building, platform shelter, circulating area, toilet, waiting hall, lighting and Divyangjan facilities have been taken up.  At Sri Krishna Nagar station, the works of station building, platform shelter, circulating area, toilet, waiting hall, lighting and Divyangjan facilities have been taken up.Further development / redevelopment / upgradation / modernisation of stations on Indian Railways is a continuous and ongoing process and works in this regard are undertaken as per requirement, subject to inter-se priority and availability of funds. The priority for development / redevelopment / upgradation / modernisation of stations is accorded to higher category of station over lower category of station while sanctioning and executing the works. Development / upgradation of railway stations is complex in nature involving safety of passengers & trains and requires various statutory clearances such as fire clearance, heritage, tree cutting, airport clearance etc. The progress also gets affected due to brownfield related challenges such as shifting of utilities (involving water/sewage lines, optical fibre cables, gas pipe lines, power/signal cables, etc.), infringements, operation of trains without hindering passenger movement, speed restrictions due to works carried out in close proximity of tracks and high voltage power lines, etc. and these factors affect the completion time. Therefore, no time frame can be indicated at this stage. Development / upgradation / modernisation of stations including under Amrit Bharat Station Scheme is generally funded under Plan Head-53 ‘Customer Amenities’. The details of allocation and expenditure under Plan Head-53 are maintained Zonal Railway- wise and not work-wise, or station wise or state-wise. The state of Uttar Pradesh is covered under the jurisdiction of five railway zones, namely East Central Railway, North Central Railway, Northern Railway, North Eastern Railway, and West Central Railway. For these zones, an allocation of ₹ 4,357 crore has been made for the financial year 2025-26, out of which an expenditure(up to June, 2025) of ₹ 877 crore has been incurred so far. Completion of Railway project/s including ROBs/RUBs depends on various factors like quick land acquisition by State Government, forest clearance by officials of forest department, shifting of infringing utilities, statutory clearances from various authorities, geological and topographical conditions of area, law and order situation in the area of project/s site, number of working months in a year for particular project site etc. All these factors affect the completion time and cost of the project/s. *****
