Parliament Question: Loans Assistance Schemes to Entrepreneurs, Women and SC/ST

SHRI BASTIPATI NAGARAJU: SHRI B K PARTHASARATHI: Will the MINISTER OF FINANCE be pleased to state:- (a) the details regarding the list of loans related assistance schemes offered by the Government to beneficiaries such as entrepreneurs, women, SC/STs etc.; (b) the details regarding the number of beneficiaries supported under such schemes, classified scheme- wise, State-wise and district-wise for Andhra Pradesh, year-wise for the past five years; (c) the details regarding the total financial assistance released to such beneficiaries, classified scheme- wise, State-wise and district-wise for Andhra Pradesh, year-wise for the past five years; and (d) whether any issues have been reported in scheme implementation especially in Andhra Pradesh and if so, the measures taken to address the same? ANSWER MINISTER OF STATE IN THE MINISTRY OF FINANCE (SHRI PANKAJ CHAUDHARY) (a) Government of India has implemented several loans related schemes across the country to promote entrepreneurs, women, SC/STs etc. major are being: 1. The Stand-up India Scheme (SUPI) 2. Pradhan Mantri Mudra Yojana (PMMY) 3. PM Vishwakarma Scheme 4. PM SVANidhi Scheme 5. Prime Minister’s Employment Generation Programme (PMEGP) (b) and (c) Details of major Schemes as mentioned above is at Annexure I to XI. (d) Government has taken various steps across the country, including the State of Andhra Pradesh towards effective implementation of the Schemes for addressing the challenges faced by potential beneficiaries which, inter alia, include intensive publicity campaigns, simplification of application form, Credit Guarantee Scheme, reduction in margin money and inclusion of activities allied to agriculture. ******Annexure I as referred to in LSUQ No. 4972 for 23.03.2026 1. Stand-Up India (SUPI) Scheme was launched on 05.04.2016. The objective of the Scheme was to facilitate loans from Scheduled Commercial Banks (SCBs) of value between Rs. 10 lakh and Rs.1 crore to at least one Scheduled Caste (SC) or Scheduled Tribe (ST) borrower and one-Woman borrower per Bank branch for setting up greenfield enterprises, in manufacturing, services or trading sector, including activities allied to agriculture. The Scheme was valid/operational till March 2025. New Scheme is under process of implementation. 2. Pradhan Mantri Mudra Yojana (PMMY) was launched on 08.04.2015 to extend collateral free credit upto Rs.20 lakh by Member Lending Institutions (MLIs), i.e., Scheduled Commercial Banks (SCBs), Non- Banking Financial Companies (NBFCs) and Micro Finance Institutions (MFIs). 3. PM Vishwakarma Scheme, launched on September 17, 2023, aims to provide end-to-end holistic support to traditional artists and craftspeople engaged in 18 identified trades through access to skill training, collateral free credit, modern tools, market linkage support and incentive for digital transactions. Beneficiaries are eligible for a working capital demand loan in two tranches. 4. PM SVANidhi Scheme, launched in 01.06.2020 by the Ministry of Housing and Urban Affairs (MoHUA) aims to help street vendors restart their businesses which were adversely affected by the Covid-19 pandemic. The scheme valid uptil 31.12.2024, has been further extended until March 31, 2030. Beneficiaries are eligible for a working capital demand loan in two tranches. 5. Ministry of MSME, through Khadi and Village Industries Commission (KVIC), is implementing the Prime Minister’s Employment Generation Programme (PMEGP). This central sector scheme generates employment opportunities primarily in rural areas by assisting prospective entrepreneurs in setting up new micro enterprises in the non-farm sector. Under PMEGP, beneficiaries belonging to rural areas and those belonging to Scheduled Castes are covered under special category of beneficiaries who are eligible for higher rate of subsidy and lower own contribution to the project cost. Apart from the above mentioned measures, others Ministries and Departments have also implemented programmes and initiatives to support entrepreneurship such as Digital marketing and Entrepreneurship Development for Women self-help Groups (WSHGs), Adivasi Mahila Sashaktikaran Yojana (AMSY), Women Entrepreneurship Development programme (WEDP),Science and Technology for Women (STW) programme , Swavalambini – Women Entrepreneurship Platform (WEP), Skill Upgradation and Mahila Coir Yojana, Fund of Funds for Startups (FFS), Startup India Seed Fund Scheme (SISFS), and Credit Guarantee Scheme for Startups (CGSS) under the start-up initiative etc.Annexure II as referred to in LSUQ No. 4972 for 23.03.2026 Stand Up India Scheme - State-wise data (From 01.04.2020 To 31.03.2025) (Amount in Rs.
