Will the Minister of COAL be pleased to state:
(a) whether it is a fact that Coal India Limited (CIL) is shouldering the responsibility of
social and academic growth and infrastructure development of the local area within there
area of operations;
(b) if so, the details of projects and socio-economic, environment, ethical welfare
development expenditure through CSR since 2021-22, subsidiary-wise;
(c) whether it is also a fact that number of schools and hospitals under Eastern Coalfields
Limited of West Bengal have been receiving recurring grant-in-aid and the gross amount of
expenditure since 2021-22 and Non Recurring Grant in aid with gross volume of expenditure
during the period and if so, the details thereof;
(d) whether it is also a fact that during the last two years several applications of social
organizations including societies and NGOs are pending with Eastern Coalfields Limited for
refurbishment / amendment / revision of agreements and grant-in-aid for further extended
development of different projects/proposals and if so, the details thereof along with the
reasons; and
(e) the time by which time the applications would be cleared for extensive and integral socio-
economic development of the local areas?

(a) : Yes Sir. Coal India Limited (CIL) and its subsidiaries are contributing towards various
activities for community welfare and development in the local areas within/nearby their areas
of operations through their CSR funds.
1(b) : The details of CSR expenditure of CIL and its subsidiaries since 2021-22 are given
below:

The details of major CSR projects undertaken since FY 2021-22 are given in

(c) : Eastern Coalfields Limited (ECL) has provided non-recurring grant in aid, amounting
to Rs. 152.7 lakh to schools and hospitals during 2021-22 to 2024-25. The details are given
in Annexure-II.
(d) & (e): ECL receives a large number of applications from social organisations, including
societies and NGOs, seeking refurbishment or amendment of existing agreements, revision
of agreements and grant-in-aid for further development of ongoing projects.
Fund requirement for the proposals often exceeds the available budget allocation under CSR.
CSR budget of ECL is limited due to limited profitability in recent years. Further, 60% of
the CSR budget of Central PSUs must mandatorily be earmarked for priority sectors as
notified by the Department of Public Sector Enterprises.
The proposals received undergo a detailed scrutiny to ensure compliance with Section 135
of the Companies Act, 2013, the CSR Rules, and ECL’s CSR Policy and accordingly funds
are allocated subject to availability as per budget allocation under CSR.
