Parliament Question: Loss of Life and Property due to Floods in Ganga/Yamuna/Tons Rivers

Shri UJJWAL RAMAN SINGH: Will the Minister of JAL SHAKTI be pleased to state: (a) whether the Union Government conducts any survey of the loss of life and property caused by floods in the Ganga, Yamuna and Tons rivers almost every year; (b) if so, the details of such surveys conducted during the last three years along with the measures taken/being taken to prevent the recurrence of such floods; (c) whether the Government proposes to build embankments on both banks of the rivers in flood-affected areas; and (d) if so, the details thereof and if not, the reasons therefor? ANSWER THE MINISTER OF STATE FOR JAL SHAKTI (SHRI RAJ BHUSHAN CHOUDHARY) (a) to (d) The data regarding the loss of lives and property due to floods are not maintained centrally. Flood management and anti-erosion schemes are formulated and implemented by the concerned State Governments as per their respective priorities. The Union Government supplements these efforts by providing technical guidance and promotional financial assistance for flood management in critical areas through a centrally sponsored "Flood Management and Border 1Areas Programme" (FMBAP) for works related to flood control, anti-erosion, drainage development among others. In Ganga Basin, comprising the states of Uttar Pradesh, Uttarakhand, Bihar, West Bengall, Jharkhand and Chhatisgarh, a total central assistance of Rs 4131.80 Cr has been released since its inception. Government of Uttar Pradesh have informed that 523 embankments have been constructed having total length 3869 Km in the State. Government of Uttarakhand have informed that flood protection works have been completed over a length of 56.748 Km along the River Ganga in the districts of Tehri Garhwal and Haridwar, and over a length of 34.90 Km along the tributaries of River Ganga in Haridwar district. Central Water Commission (CWC) issues short-range flood forecasts with a lead time of up to 24 hours at identified locations. In Ganga Basin, comprising the States/Union Territories of Himachal Pradesh, Uttarakhand, NCT of Delhi, Rajasthan, Uttar Pradesh, Madhya Pradesh, Bihar, West Bengal, and Jharkhand, there are 141 dedicated flood forecast stations (97 Level Forecast Stations and 44 Inflow Forecast Stations). CWC also formulates 7-day advance flood forecast advisories using rainfall-runoff mathematical models that utilize satellite-based near-real-time rainfall estimates and numerical weather prediction forecasts shared seamlessly by the India Meteorological Department for these flood forecasting stations. Ministry of Jal Shakti has continuously impressed upon the States the need to adopt flood plain zoning. In this regard, Ministry of Jal Shakti issued the Technical Guidelines on Flood Plain Zoning (FPZ) in August, 2025 and circulated the same to all States/UTs. ***** 23
