LOW EMPLOYMENT OUTCOMES ON NCS PORTAL

Will the Minister of LABOUR AND EMPLOYMENT be pleased to state:
(a) whether the Government has taken cognisance of the Report of
the Parliamentary Standing Committee on Labour, presented in
December 2023, which noted low placement outcomes despite
high registrations on the National Career Service (NCS) portal;
(b) the number of youth registered and actually placed from
Nagarkurnool Parliamentary Constituency during 2022–2025;
(c) whether constituency-level placement data has been analysed to
identify chronic underperformance in backward regions and if so,
the details thereof;
(d) whether employer participation from rural Telangana remains
disproportionately low, as reported by Press Information Bureau
(PIB) review on NCS dated 18 July 2024 and if so, the reasons
therefor; and
(e) the details of the corrective measures proposed to shift NCS from
registration metrics to placement accountability?

(a) to (e): The National Career Service (NCS) Portal is a one-stop solution
for providing career related services including jobs from private and
government sectors, information on online & offline job fairs, job search
& matching, career counselling, vocational guidance, information on skill
development courses, skill/training programmes etc. through a digital
platform [www.ncs.gov.in] to all stakeholders across the country.
The NCS project also inter alia, envisaged setting up of Model
Career Centres (MCCs) in collaboration with States/Institutions to deliver
career related services. Till date the Government has approved 407
Model Career Centres across the country. These centres connect local
youth and other job seekers with job opportunities through use of
technology as well as career counselling and training.During the last three years 2022-2025, more than 2.95 crore
jobseekers are registered on NCS Portal out of which more than 4.68
lakh jobseekers are registered in the State of Telangana including
Nagarkurnool Parliamentary Constituency and more than 41.51 lakh
employers are registered on NCS Portal out of which more than 1.63 lakh
employers are registered in the State of Telangana. Further, Notifying
final hiring figures is not a mandatory requirement on NCS Portal.
Further, Ministry has signed several MoUs with the private and
public employers/ portals/Platforms to strengthen public-private
partnerships for enhancing employment opportunities for all jobseekers.
Till date more than 35 Memorandums of Understanding (MoUs) have
been signed including MoUs with private partners such as APNA, Swiggy,
Rapido, Zomato, Amazon, TCS iON, Quikr, FoundIt (Monster) etc. offering
facilities such as job fairs listing, skill development programmes, career
counselling etc. available on the NCS Portal.
Improvements in the portal is a continuous and dynamic process.
Changes/updations are planned as per the need of the hour using latest
available technology as and when required. The updations of NCS portal
includes integration with various job/skill portals (public/private),
enhanced AI features, cloud based web applications (for jobseeker and
employer), robust verification mechanism, multilingual support, etc.
