JYOTSNA CHARANDAS MAHANT: SHRI KISHORI LAL: SHRI BENNY BEHANAN: Will the Minister of ROAD TRANSPORT AND HIGHWAYS सड़क परिवहन औि िाजमार्ग मंत्री be pleased to state: (a) the length of National Highways constructed since financial year 2018-19, along with total construction expenditure and the amount spent on their maintenance and repair during the five years of completion, year-wise and State-wise; (b) the number of accidents and fatalities on National Highways since 2021 where potholes, surface defects or incomplete construction were recorded as contributing factors, year-wise and State-wise; (c) whether any contractor has been penalised or blacklisted due to premature road deterioration or poor-quality construction and if so, the details thereof, State-wise; (d) the details of National Highways passing through or constructed in Amethi district of Uttar Pradesh since financial year 2018-19, including the length constructed or upgraded, funds allocated and utilised, maintenance expenditure and the number of accidents reported on these stretches during the said period; and (e) whether the Government has reviewed cost escalations in Bharatmala projects due to delays in land acquisition and the extent of such escalations, project-wise and if so, the details thereof?ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI) (a) The State / Union Territory (UT)-wise and year-wise details of length of National Highways (NHs) constructed since financial year 2018-19 and expenditure incurred towards development & maintenance of NHs during the last five years is at Annexure-I and Annexure-II respectively. (b) The Government publishes report on “Road Accidents in India” based on data received from States / UTs. As per the report, total number of road accidents on NHs due to all kinds of causes are as follows: - Year Total No. of Road Tota No. of Road Accidents on NHs fatalities on NHs 2021 1,28,825 56,007 2022 1,51,997 61,038 2023 1,50,177 63,112 2024 1,50,958 64,772 (c) The Government in the Ministry of Road Transport and Highways is primarily responsible for development and maintenance of NHs. As per information provided by the executing agencies of the NHs, major deficiencies in NH stretches during the last three years and the current year have been reported for 67 projects / stretches. The State / UT wise details of major deficiencies in NH stretches during the last three years and the current year along with status of its rectification works and action taken against contractors/ concessionaires’ consultants are at Annexure-III. Actions against defaulting agencies are taken up as per the provisions of the Contract/ Concession agreement in cases of deficiencies / damages, such as termination of contract agreement, levying of penalties/ liquidated damages, debarment / blacklisting, declaring as non-performers etc. (d) 377 km length of NHs passing through Amethi district of Uttar Pradesh has been developed / upgraded since FY 2018–19 through various projects. Allocation of funds for development and maintenance of NHs are made State / Agency wise and not projectwise. State-wise & year-wise details of expenditure incurred towards development & maintenance of NHs during last five years is given at Annexure-II. 344 road accidents have been reported on NHs passing through Amethi district since 2021 (data based on electronic Detailed Accident Report is implemented since 2021). (e) As per the latest available information, 85 under construction NHs projects including projects under Bharatmala Pariyojana are delayed by more than three years, attributable to various issues such as, bottlenecks relating to land acquisition, statutory clearances / permissions, utility shifting, encroachment removal, law & order issues, financial crunch affecting implementation capacity of concessionaire / contractor, poor performance of contractor / concessionaire, and Force Majeure events, such as, Covid-19 pandemic, Change of Law, etc. The Government has undertaken various initiatives to prevent recurrence of delays and cost escalations. These include streamlining and expediting land acquisition and compensation using “BhoomiRashi” portal integrated with Public Finance Management System (PFMS) and GIS-based Land Acquisition Plan, revamping “Parivesh” Portal, to facilitate faster forest and environmental clearances, enabling online approval of General Arrangement of Drawings (GAD) of Road Over Bridge/ Road Under Bridge (ROB/ RUB), and leveraging the mechanism of review and resolution of bottlenecks / hindrances in ongoing projects, in active collaboration with the State Governments and other stakeholders. Government has also launched a web portal for Railway related clearances with defined timelines for various approvals. The Government has put in place a strong framework using multiple mechanisms for monitoring project progress. Regular review meetings are conducted at various levels with stakeholders to assess project progress, and critical projects, such as those delayed by more than three years or pending for award/ appointment. Cost escalation is not incurred in all delayed projects. If delay is not attributable to the Contractor, escalation is paid as per contract conditions, which may or may not result in additional cost, depending upon final value of price escalation determined on actual completion of project. If delay is attributable to theContractor, damages are imposed and there is no additional cost due to delay. Many State Governments conduct coordination meetings led by the Chief Secretary to resolve issues affecting project execution. Projects where issues remain unresolved are escalated for further review through the Project Monitoring Group.
