D K ARUNA: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) whether residents in congested neighbourhoods in many cities such as Chennai, Hyderabad and Bengaluru have urged the respective Municipal Corporations to prepare Master Plans for construction of link roads to alleviate traffic congestion and if so, the details thereof; (b) whether the Municipal Corporations propose to construct at least 800 to 1000 metres long link roads connecting local streets, wards and zones; and (c) if so, the details thereof and the steps taken to achieve the goal of ‘Viksit Bharat-2047’,State-wise including Telangana? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) to (c) As per 12th Schedule of the Constitution of India, urban planning is the function of Urban Local Bodies (ULBs)/ Urban Development Authorities. The Government of India supplements the efforts of the States/ Union Territories (UTs) through schematic interventions. Therefore, the respective State Governments are responsible for planning, initiating and developing urban transport infrastructure including integration amongst various modes of public transport, construction of link roads to alleviate traffic congestion. However, the Ministry of Housing & Urban Affairs (MoHUA), Government of India has issued Urban and Regional Development Plan Formulation and Implementation (URDPFI) Guidelines, 2014 (https://mohua.gov.in/upload/uploadfiles/files/URDPFI%20Guidelines%20V ol%20I(2).pdf) for adoption by the States/Union Territories for regulated and planned development. The Chapter - 8 “Infrastructure Planning” of URDPFI guidelines 2014 deals with Transportation Planning and aspects of Classification of Urban Roads including Design Consideration of Urban Roads, etc. State/ UTs, Urban Development Authorities/ Urban Local Bodies are expected to adopt URDPFI guidelines in accordance with prevailing local conditions which may vary from city to city. …2/--2- Under Atal Mission for Rejuvenation and Urban Transformation (AMRUT), 'formulation of GIS based Master Plan' has been approved as a 100% centrally funded sub-scheme and is being implemented in 461 towns from 35 States/UTs.
