MCA Compliance framework
QUESTION
4954. Shri Amar Sharadrao Kale:
Will the Minister of CORPORATE AFFAIRS be pleased to state:
(a) the current status of implementation of digital modernization initiatives under
the Ministry of Corporate Affairs (MCA) compliance framework, including the MCA
V3 platform, Centralized Processing for filings and the e-Adjudication system;
(b) the key steps taken to simplify registration, statutory filings and compliance
processes for Companies and Limited Liability Partnership (LLPs) through digital
means;
(c) the extent to which these initiatives have reduced turnaround time,
compliance costs, and physical interface for businesses; and
(d) whether any evaluation has been conducted on the impact of digital
compliance reforms on Ease of Doing Business and regulatory efficiency and if
so, the details thereof?

(a) In MCA21 V3, Web based filings have been introduced with real time validations
and pre-filled master data to reduce manual errors, re-submissions and
compliance timelines. Further, LLP Module, Company module, e-Enforcement, e-
Adjudication, e-Consultation, e-Book, Learning Management System have already
been implemented as part of V3. All filings are now being made through V3.
The E-adjudication module was launched under MCA21 in September 2024 to
establish a technology driven adjudication mechanism, for speedy and
transparent adjudication of cases pertaining to offence(s) committed under the
Companies Act, 2013.
Page 1 of 2(b) MCA has undertaken several measures to simplify key processes and enhance
transparency on the MCA21 portal, including company incorporation, statutory
filings, and compliance processes. For company incorporation, the SPICE+ B form
is integrated with several other regulators like income tax department, GSTN,
EPFO and ESIC for generation of PAN, TAN, GST, EPFO and ESIC registration
numbers and other services at the time of incorporation. The details of total
number of filings including the number of annual statutory filings for last four
years are as below: -

(c) The average turnaround time in last five years for Company incorporation and
name reservation is between 1 to 2 days. Of the total number of e-forms to be
filed under the Companies Act/LLP Act, about 57 % of e-forms are processed
through the Straight Through Processing (STP) and conditional STP mode. Further,
the E-Adjudication system provides an end-to-end online platform for the
processing of adjudication cases, ensuring efficiency and transparency.
(d) No such specific evaluation has been conducted. However, the impact of
digital compliance reforms on Ease of Doing Business is reflected in the increased
number of filings being made over the years as mentioned in part (b)
