GOVERNMENT OF INDIA MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE LOK SABHA UNSTARRED QUESTION NO. 165 TO BE ANSWERED ON 20.07.2026 Measures to Curb Stubble Burning in Chhattisgarh 165. SMT. ROOPKUMARI CHOUDHARY: Will the Minister of ENVIRONMENT, FOREST AND CLIMATE CHANGE be pleased to state: (a) whether the Government has taken cognizance of incidents of crop residue (stubble) burning in the State of Chhattisgarh, particularly in the farmer-intensive districts such as Mahasamund, and its impact on ambient air quality; (b) whether any measures have been undertaken under the National Clean Air Programme (NCAP) or any other scheme to prevent crop residue burning and reduce air pollution in the State; (c) the details of financial assistance, awareness programmes, incentives for in-situ and ex-situ management of crop residue, and enforcement measures provided to the State of Chhattisgarh during the last five years; and (d) whether the Government proposes to introduce any additional interventions or provide further assistance to curb crop residue burning and improve air quality in Chhattisgarh, particularly in the affected districts, if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE (SHRI KIRTI VARDHAN SINGH) (a) to (d): State Clean Air Action Plan (SAP) has been prepared by the State of Chhattisgarh to identify and implement activities requiring intervention at the State level for improving air quality in line with Central Pollution Control Board (CPCB) guidelines for formulation of SAP. The SAP incorporates State-specific schemes, policies, and targeted measures for air quality improvement, including sector-wise interventions for control of vehicular emissions, construction and demolition (C&D) waste, road dust, biomass burning, and industrial emissions. State action plan of Chhattisgarh includes the interventions related to ‘emission due to burning of agro residues’ which are implemented and monitored at the State level. State level Committees namely, Steering Committee constituted under the chairpersonship of Chief Secretary and Air Quality Monitoring Committee constituted under the chairpersonship of Principal Secretary, Environment Department periodically review and monitor the implementation of State Action Plan for improvement of air quality.Three identified non-attainment cities (Raipur, Durg-Bhilai & Korba) of Chhattisgarh State have been included under National Clean Air Programme (NCAP) to improve air quality through implementation of city action plans in respective urban local bodies. City Specific Clean Air Action Plans have been prepared and rolled out under NCAP for implementation in all three non-attainment cities of Chhattisgarh to improve the air quality. These city specific clean air action plans target city specific air polluting sources like Soil & Road Dust, Vehicles, Domestic Fuel, open burning of Municipal Solid waste and biomass, Construction Material and Industries. District Level Monitoring and Implementation Committee (DLMIC) constituted under the chairpersonship of the District / District Magistrate/Deputy Commissioner monitors and implements the city action plans for air quality improvement under National Clean Air Programme (NCAP). *****
