MEDICALCOLLEGES IN HIMACHALPRADESH

Will the Ministerof HEALTH AND FAMILYWELFAREbe pleasedtostate:
(a) the total number of Government and private medical colleges currently functional in
Himachal Pradesh, along with the details of the undergraduate and postgraduate seats available
thereinandthe hospitals affiliatedtotherewith;
(b) the total number of District Hospitals, Community Health Centres, Primary Health Centres
and Sub-Health Centres in the State, along with the Institution-wise details of the sanctioned
andworking strength of doctors, specialist doctors, nursing andotherhealthcarestaff;
(c)the total numberof doctorswho have completedtheirmedicalgraduation andpostgraduation
in the State every year during the last three years along with the details of the doctors those
appointedtothe Government healthservices of the State;and
(d) the steps taken or proposed to be taken by the Government to address the shortage of
doctorsandspecialists and tostrengthen medicaleducationandhealthcare services inthe State?

(a) to (c) As informed by the National Medical Commission (NMC), at present there are
seven government medical colleges with 846 MBBS seats and one Private Medical College
with 150 MBBS seats currently functional in the State of Himachal Pradesh. Further, there
are 307 PG Seats insix government medical colleges and 93 PGseats in one private medical
collegeinHimachal Pradesh.
Public Health& Hospitals fall underthe Statelist andtherefore, the primary responsibility of
strengthening public healthcare system is with the State/Union Territories. The Ministry of
Health and Family Welfare provides technical and financial support to the States/ Union
Territories includingall areasof HimachalPradeshtostrengthen the public healthcaresystem
including support for healthcare staff, medical equipment and other health facilities in the
rural areas of the country based on the proposals received in the form of Programme
ImplementationPlans (PIPs).The details regardingsanctionedandin-position doctors, specialist doctors, nursing andother
healthcare staff and their vacancies in Community Health Centres (CHCs), Sub-Health
Centres and Primary Health Centres (PHCs) and District Hospitals across the country
including Himachal Pradesh can be accessed at the following link of Health Dynamics of

The details regarding the number of doctors who completed MBBS and postgraduate
(MD/MS) courses during the last three academic yearsisnot maintainedcentrally.
(d) The Ministry of Health & Family Welfare administers a Centrally Sponsored Scheme
(CSS) for Establishment of New Medical Colleges attached with existing District/Referral
Hospitals, with preference to underserved areas and aspirational districts having no existing
Government or private medical college. Under this Scheme, three medical colleges — at
Chamba, Hamirpur and Nahan — have been approvedin Himachal Pradesh,and allthree are
functional.
Further, under the CSS for Upgradation of Existing State/Central Government Medical
Colleges for increasing MBBS andpostgraduate seats, financial support hasbeen providedto
HimachalPradeshfor:
(i) increase of 120 MBBS seats across six Medical Colleges, at a total approved
cost of ₹144crore; and
(ii) increase of 17 postgraduate seats in one Medical College, at a total approved
cost of ₹14.50crore.
In addition, under the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY), an All-India
Institute of Medical Sciences (AIIMS) has been established at Bilaspur. Further, under the
component for Upgradation of Government Medical Colleges through construction of Super
Specialty Blocks, two projects have been approved — for Government Medical Colleges at
Tanda andShimla.
