(b) whether there is any proposal by the Government that has been approved for establishment of a
SadarHospital inDeoria district;
(c) if so, the details thereof and if not, the reasons therefor along with the time limit, if any, for
bringingforward such a proposal;
(d) the estimated time frame for completion and operationalization of the Medical college under
construction inBallia;
(e) the number of vacant medical and paramedical posts in Deoria, Ballia and other district hospitals
of Uttar Pradeshalongwith the steps takenby the Government tofill the same; and

(a) to (c): Public Health and Hospitals is a State Subject and the responsibility for strengthening of
healthcare system including vacant post of doctors, nurses, and paramedical staff as well as to
strengthening equipment and diagnostic infrastructure in the public health facilities lies with
respective State/UTGovernments. However, Ministry of Health andFamily Welfare, Government of
India provides financial and technical support to the States/UTs to strengthen their healthcare
systems based on the Programme Implementation Plans (PIPs) submitted by the States/UTs within
their overall resource envelope. The Government of India provides approval for the proposal in the
form of Recordof Proceedings(RoPs) asper normsandavailableresources.
